First, interesting note, Steve Long also wrote up the power system in Aberrant. So it's likely not that difficult to convert.

Second, you can set a "base cost" for a power, then increase the number of active points in the power by a set amount per "dot" of power(e.g., 10-15 active points per dot)

Third, there are a number of ways you can simulate "Taint". It could be a mandatory -1/4 side effect on major powers--the side effect is a cumulative transform which adds an aberration.

Or it could be a cumulative transform based upon pushing a power, doing power stunts, etc. Or some weird susceptibility, accidental change, et al.
