There are over 300 villains in the Champions Villains trilogy alone, and that isn't close to all the villains appearing in 5E/6E CU books. Adding every other villain write-up, the hero write-ups, plus every hero and villain even mentioned, would easily double that number. I'm borderline obsessive-compulsive, but not even I would take that on. That said, in the early years of the millennium a fan did compile lists of names of CU characters mentioned to that point, and offered them for free on the website. They're nowhere near up to date, but would be a good start if someone wanted to build on them.
