Two antagonist ideas.

I am planning on doing a HEROS game one day focusing on a group of Heroes in Millennium City fighting the city's street gangs. So far i came up with two gangs for use in it. The first gang is The Warlockz, a gang consisted of Caucasians and African-Americans that specialize in Arms dealing, drug trafficking, and Racketeering and are easily identified by their red aviator jackets that has their infamous logo, that of a evil sorcerer with red eyes. They are also rumored to be connected to DEMON, which makes The Warlockz much more threatening to the citizens of Millennium City.

 

The second idea i have is a gang called The Rustlers. They are a cowboy-themed gang that are leftovers from "The Silver Age". They used to be the enemies of a now retired super-heroine called The Eagle who have somehow survived into the modern era. The gang has evolved from a bunch of thugs who commit Cowboy-themed crimes into a a brutal street gang who specialize in Drugs, Prostitution, Car Jacking, and Black Marketerring. However, they still keep the cowboy gimmick and are currently led by a mysterious man named Joseph Bloody-Scalp, a man with the ability to transform himself into a Lycanthropic-like creature.

 

What do you think of these antagonists and how do you think they could fit in the Champions setting?

The Rustlers may be a bit old if they are from the ' The Silver Age '  are they 2nd (or 3rd) gen?

This incarnation of The Rustlers is the 3rd generation of them. Also, how do you think the connection between the Warlockz and DEMON could work?

Per DEMON: Servants Of Darkness, DEMON members are strongly encouraged to seek new recruits, and street gangs and other small criminal groups are often fertile ground for recruiters to find potential members who are exploitable due to feelings of disenfranchisement, desire for power, or violent urges.

 

DEMON members who formerly belonged to a gang could maintain an ongoing relationship with them, using them as cover for criminal activities, as a diversion for law-enforcement or heroes from their true goals, or as cannon-fodder in larger operations.
