I never had the Watchmen supplement. The main boxed set adventure had the JLI and I was unimpressed- it was neither funny nor exciting as I recall. So I never persued any of the other source material.

Note: Of all the Serpents and former Serpents, Sidewinder is more a product of my imagination than any of the others. For instance:
There is scant evidence that he considers anyone besides Diamondback a DNPC;
The Thunderbolts may or may not be allies;
There is no evidence in the source material that he enjoys either woodworking or sailing. It just seemed to fit him;
There is little evidence that he hates all of academia; he may have gotten over being denied tenure;
He doesn't actually have any sort of NND attack with his cape. But otherwise, his offense is paltry considering he was the leader of a villain team; and
Although he's appeared on radio and TV to plug his book, he's not necessarily skilled in such appearances.
Make up your own details if these seem too fanciful. Life everything else in this thread, it's all up for debate and change as you wish.
Also: The Serpent Saucer is a large air vehicle, ovoid, big enough to carry the whole Squadron if necessary. Reminiscent of Nite Owl's Archie. It can fly silently and generate a smokescreen, so that it appears be a simple cloud. Other abilities are unknown, but its sensory powers are limited: Captain America was able to infiltrate the Serpent Society base by landing his Skycycle on its canopy and being carried in unnoticed.

Both build look great. Again, as usual. The second build looks more like 4e Defender- that is, he would be useful in or out of the suit. I like the first build better since it's simpler and more focused. But again, both are excellent and both will do. Perhaps you ought to include both in the grab bag?

Excellent as usual. My only concern is that there RKA 4D6 slot. That's a lot of RKA. 2D6 RKA, Indirect (+1/2), No Range mod (+1/2). Nice fire-and-forget heatseeking missile, perhaps.

Note: Zelda was kicked from the Serpent Society for cowardice, when she abandoned her teammates during their mission to kill MODOK. Although that's ancient history, you know King Cobra would love nothing better than to cross her path and hang her out to dry with the Police or Avengers. She is also notable for being the first female supervillain to face Spider-Man, way back in 1965.

Yep, this one is not really an issue IMO. However, it may be a question of, which one applies to your power? I can imagine effects which might be simulated by either one of these.

Combat Luck is tremendously important to the viability of some very sensible concepts. I am thrrilled with it.
And I will never get to pay you all the rep I want to. N3 is tremendous. Tight, clever, elegant, believeable, and looks very playable.

Diamondback progressed signifigantly over her career. DEX 26 may be high for her; I pegged it there to make her more playable as a PC or a sidekick for a PC. At DEX 26 and with a good variety of offense, she's certainly a playable PC even at a "mere" 325 points. She is IMO somewhere between DEX 20 and 26. During Streets of Poison, she is caught flat by a drive-by shooting that would have killed her if she hadn't just switched to a kevlar costume. By the time of, say, Cap 440 or so, she is able to take apart Snapdragon without much effort, where Snapdragon was able to nearly kill her a couple of years earlier. She also made most of the Savage Land look like child's play around this time, and there are probably plenty of strange animals in the DEX 25 range. While a straight DEX score may not be the most mechanically sound way to show this progression, it is the simplest. And the most compelling reason, to me, to put her DEX up like that is that she trained and partnered for a couple of years with Captain America, who will make the most out of anyone he pals around with.
If there are other folks with a different build or conception for Diamondback, please post them here! I love seeing other people's ideas about characters.
As far as Boomslang's boomerangs being OIF, it's just a matter of taste. I made it a physical manifestation so he wouldn't be losing them quite as often, since it's really his entire schtick. You could make it an OIF or OAF. From his reputation, I would expect him to be built on more than 212 points, but from his performance in comics, there's nothing to indicate that he's all that much more powerful than a high-level normal agent.

I love enclosed helmets. Space helmets, fishbowl helmets, Mr. Freeze helmets... I love them all.
I even love these guys, who need enclosed helmets but are clearly in shirtsleeves.
In fact, I especially love these guys.

Problems with Multiform and (more specifically) Duplication:
You get three distinct skill and power sets;
you get to use two or more characters, with potentially twice as many or more actions combined, as everyone else uses one;
you get to neutralize any weaknesses any of the toons have by transforming to a toon that doesn't have that weakness.
Here is an alternate construction for Duplication without using the power. IMO and I think there's evidence to support it, "duplication" is a special effect rather than a power as it is perceived and presented in the Hero system. I mean, good, use it if you want to, but it's not strictly necessary as a dedicated ability.
The second superperson in the Dupe duo could be modelled by a Summon with a banishment Side Effect, linked to the Multiform; although it's a little more expensive.
