You could use the option that PD applies if you wanted a slap that has no effect if they're well defended enough to shrug it off:

I'd like to give a low powered brick that I'm working on a Pimp Slap type power. It would be a Pre Drain with jestures and incantations, but I'd like to tie it into a slap (punch) too. The brick just uses his strengh in combat (No +HA's) so, would an advantage work to combine the drain with a slap, or do I need to somehow link a slap with the drain?

I guess a table would be a better word for it. You'd have power cost on one side of the table, and a row of modifiers on the top. You'd find your cost, and modifier, then where the rows crossed was your adjusted power cost.

I'm working on a Brick. I want to give him a pouch that carries 4, 12lb shotput balls. He'll use these as a ranged attack, but I want him to be able to add his strength to the throw, when needed. Would this be an EB vs PD or a ranged HA?

I kinda disagree. As a veteran, I know that if one of the enemy were in the way of me going home safely, I'd take him out without a second thought. Now, I wouldn't get my jollies by doing it, but the fact that it was done without hesitation would go against a CAK, in my opinion.

the reason I ask is that I figure the average military/police personel would have a 15pt CAK, imo. While they do not kill all around they do recognize the need to use force and when they use their weapon the intent is to "end" the confrontation quickly.
put these people against supers and make that person a character...would using a pistol, which is an rka be in violation of their 15 CAK? or am I totally off base here and police/military would not even have the CAK limitation at all...?
I believe that law enforcement would be reluctant to kill, but the military would be a little tougher. Basically, when ordered to take out an enemy target, breathing or not, it's done.

I liked it, but it was said elsewhere that the character info had to be trimmed down to fit on one page. I know that there's limited space for the info, but in the future, could the additional info be located on one of the back pages? Is there plans to do this for the other Marvel movies that are planned for the near future?
