Re: CHAR: Green Lantern It hasn't been spelled out yet, but in the current GL series' the rings respond to power checks in terms of percentage rather then time remaining. I take this to imply that all power rings now work off the gas-tank style that Kyle's ring did. Also, the yellow weakness isn't quite what it once was. Veteran lanterns who can "remember fear" are capable of overcoming the weakness. Rookies still have a problem with it.

Re: "Mostly Harmless" powers It wasn't Champions, but in another game I was involved in I wrote up an NPC who could alter the temperature of anything he touched. I suppose superhero jargon would call it tactile thermal kinesis. A nice side effect was that he was immune to frostbite, being burned, and any other effects of extreme heat or cold. In theory it could make a useful attack power, but this character went to school and became a chef. Why wait for the pot to boil when you can just put your hand on the side and speed up the process?

Re: Build me Looney Tunes! He also has a desolidify. For those times when the coyote paints a tunnel enterence onto the side of a rock/mountain, and the Road Runner is able to run through it.
