    As far as I know...
     
    Pre 4ed: I think she was in the VIPER"s Nest training adventure, with a good/bad thing.
     
    Heroic Graphics: Was Icestar's kleptomaniac little sister trying to reform herself.
     
    4ed: Had a writeup in Champions 4ed. Was written before Dennis Mahony declared that he can run the characters quite better than the original creators.
     
    Then in the deluxe Champions book, Icicle was gender swapped and renamed Frostbite. Note: statewide, Frostbite was exactly the same as Icicle. 
     
    Champions the New Generation: Icicle was brought in as the niece of Freon. Beyond that...
     
    Champions 5ed and 6ed: Became Snowblind, who is basically Icicle with darkness (area of blowing snow) and Radar Sense. Oh, and she is blind.

    I was doing a mock fight to prepare for this weekends game and came across a problem. Armadillo got knocked back and stood up to shoot his palm blasters. I can't find dual weilding or is it 2 attacks with one being the off hand and getting -3 or can you even shoot both blasters?

    The +1/2 Resistant Advantage is being applied to the character's PD & ED Characteristics.  To do this, you figure out the cost of the Characteristics (as you note, that would be 56 points for 28 PD/28 ED), apply the Advantage, and then pay for the difference (since you've already paid for the Characteristics).

    56 * (1 + 1/2) = 84 points total.  84 - 56 = 28 points that you would pay to make the 28 PD/28 ED fully Resistant.
