    Heck... this happens to all of us some times, even after decades of playing. I find that just reminding people, "Are you using maneuvers to hit better or harder or to be more defensive?" and let them make that decision, while they understand that they give up something in one area to gain in another. That keeps the game flowing more quickly, rather than getting bogged down in exactly how many levels go where, etc. Some people can make that decisions really quickly. Many people can't. Either way, I also try to avoid punishing people for a decision, as it was "You chose the wrong maneuver! Now you are going to pay for it!" Try to assume they make the best decision, and whatever it is, make the result dramatic and interesting. 
     
    THAT is something I blame D&D for, big time. The fact of players being conditioned to have made "wrong" decisions in character construction or playmat combat positioning or whatever. That kind of gamist play, where it really boils down to certain players trying to show off that they are "better" and have more mastery or know the lore better or whatever... I find it utter bullshit. I do realize that it fits a certain player profile, but I've long since moved away from playing with those people.

    I'd just let a character dive by reducing wind resistance and reach the falling victim, no roll required unless the story absolutely requires they not be caught or the character is clearly too far away.  I mean, we're talking superheroes here, right?  Doing something heroic?  They get to do that stuff without some random chance of failure.  Its not like the comics ever show Batman not quite reaching the victim in time.  Sorry, I tried!

    Presence attacks are powerful enough without letting you bypass initiative and speed.  Not in my game.

    I disagree with this interpretation in any case.  Your DEX is when you act in a phase, no matter what the action is.  Your phase doesn't start until your DEX unless you can abort.

    Probably not but for a good tactical player it can be a big advantage

    This is the sticking point I have; because I don't really see it that way (or want to I should say). While Hero definitely has a very detailed combat system, I don't see the system overall as leaning in that direction. It has a very well plotted out skill system as well, a decent social interaction system, and a lot of non-combat elements to it.
     
    But, by placing DEX at a higher cost, the system has made sure that your statement is a correct default assumption.

    The first thing to remember is that for Hero, combat is a priority when it comes to pricing.  That's why the ability to read and speak a language with all of its idioms and accents perfectly is worth only 5 points, but you can only get one martial arts maneuver for that price.
     
    Dexterity is very combat heavy, very world-interaction heavy.  It controls who goes first, it is the key for many combat abilities such as fast draw, and it controls most world-impacting rather than interpersonal skills.  Role playing concepts like conversation, languages, and persuasion are all cheaper than combat stuff because of this basic principle.  So Presence, while important, isn't as expensive as Dexterity, which is very powerful.
     
    Splitting off who goes first into a different stat probably fits the 6th edition philosophy better, but the last thing we need is yet another characteristic, particularly one that devalues the existing ones even further, in my opinion.

    ... I'd just like to say that the Distance Fallen part of the table is seriously outta whack with reality. The first segment ends with the faller travelling at ~10 m/s and a distance fallen of 5 meters. Distance equals acceleration times time times time divided by two; s = a * t^2/2, while velocity equals acceleration times time; v = a * t (presupposing the faller starts at rest, downwards-travel-wise).

    Well I do agree, mostly, however over time many superhero campaigns tended to slide more towards "spy thriller", and "urban crime", over time, as the players became smarter, and more experienced, with the campaigns eventually ending up firmly in Dark Champions territory.  The cops can be allies but are bound by law and regulation. Politicians can be allies or enemies, based on how they cultivate their base. The criminal types, each have their own goals within that framework.  Finally, the citizens, are individually different, and have their own points of view. Broadly, yes, its a Superhero Campaign, but elements from other genres do seep in, over a foundation of "Knowing what you know, what would you do in that situatuion?"

    Hexman dice have the Hexman on the 1's.  Low rolls gift you with iconic Hero system artwork.

    Maybe +5 DCV bought as a power with a limitation like Requires a Danger Sense roll (-1/2).
