In any organization (business, government,  criminal, etc), there will always be those effectively unnamed individuals who perform the organization's grunt work. Effectively this will be things such as making certain the physical properties remain clean and presentable,  maintain inventory levels,  deal with customer, and other functions of daily life for the organization. However,  most stories deal with the high level management or exceptional individual that stands out.  Let's talk about the more traditional individual that makes up these organizations and get their stories out.

ARGENT has the Salesmen (and in spite of the name can be female). Wearing black suits, black sunglasses, and carrying a briefcase. There job is to carry 'samples' to sell to various organizations (mostly minor city crime lords and such). It should be noted that only a fool would attack a Salesman, as not only can they use the samples if attacked, but also carry lots of disguised weapons and equipment for their personal safty. Enough to make a street level superhero think twice 

 

Another ARGENT agents are the Scientists Supreme. The Scientists Supreme are, well, scientists who are also trained in combat, as you'll never know when your going to get attacked. There prime job is to go into areas where science is needed and under combat conditions. It should be noted that with enough money, one could convince a Scientist Supreme to change sides. As you know, ARGENT's goals mostly involve money for the organization, and they don't exactly care if it comes from a legal or illegal source. 

 

Maybe finally there are ARGENT Acountor. An Acountor is a financial agent of ARGENT. Need to borrow money? An Acountor has you covered. Need someone to act as an agent to buy or sell some item where your not available? An Acountor has you covered. Need to launder your money? An Acountor has you covered. Need to find a fence? An Acountor has you covered. Need to invest your huge bank haul without attracting unwanted attention? An Acountor has you covered.

 

Acountors carry hi-tech protection equipment because they always carry large sums of, if not cash then things which can quickly and quietly be converted to cash.

The Champs 5E book Everyman, offering write-ups for a wide range of NPCs, has a few that could fit the class of character you're looking for. Notable examples include:

 

Javier Sanchez is a PRIMUS Human Resources officer, who helps determine who PRIMUS hires, how much they get paid, the quality of their work lives, labor negotiations and disputes, and other personnel issues. He's also the husband of Silver Avenger Mayte Sanchez, and has moved with her as her assignments have changed, recognizing her career is more important than his.

 

"Louie" (he never gives his last name) is a professional henchman, the kind of thug supervillains hire when they need extra muscle. Louie is tough and smart enough to be competent at it, but not driven enough to lead his own gang. He's worked for many villains and acquired a surprisingly wide range of skills. He's very familiar with the "henchman underground," the informal network of bars and pool halls where villains advertise for recruits.

Thank you LL. I forgot to note I was pulling these ideas out of the top of my head, as opposed to some book.

 

It's quite easy, actually, because we don't really have much material about ARGENT, and that ARGENT fills a support section for the Champions Universe supervillain arm. Not everyone is going to know how to set up a orbital mind control laser after all.
