How do you buy a language that only has a written from such as Egyptiam Heiroglyphics or Sanskrit.? Do you still need to buy it as completely fluent?

 

As one of my players has ancient Egyptian, I basically use the same scale, but charge 1 less point for the lack of spoken form. Or...alternately......depending on origin of character in question...maybe they DO know a verbal form of the language. In that case, no point break.

Egyptian and Sanskrit actually do have spoken forms -- or, rather, they did; it's just that, being dead languages, nobody today speaks them as natives. :)

 

That said, reading and writing the language should still cost the same as a spoken language -- the character still has to know the vocabulary, grammar, and other features. He just doesn't buy Literacy separately, trading out the ability to speak and recognize the language for the ability to read and write it.

I say let the campaign be your guide. If you're doing a Dark Champions campaign in the backstreets of Brooklyn, I would give the language away as a background skill for 0 pts. It ain't gonna mean squat in a barfight...

 

OTOH, if you're doing a Pulp Hero game in 1930's Egypt, and there's a treasure/mummy involved, a useful skill like that should cost just a wee bit more...
