Second difference is, if you keep up the END, it never fades. Third difference is, there is no "cap." It stacks without limit. If you've just figured out that if you make it 0 END Persistant, then given enough time you can increase whatever power or characteristic it effects to any given arbitrarily large number with no theoretical limit, congratulations. Now try getting someone to let you use that power in a game. This means it is visible, goes away if you get Stunned, or if the target of the Succor leaves LOS, etc. Succor is quite abusable, but most GMs will spot abuses of Succor coming a mile away as just about all abuses of Succor involve some way of deferring/removing the END cost, e.g. with continuing charges, reduced END cost, an END reserve, or what have you. Alternatively, it's quite possible to build a nicely balanced power, providing you institute some form of cap on how much effect you can get from it. Most often this cap will come via END usage, but there are other ways to acheive said cap as well, ranging from a house rule to a -0 limitation on the power. In the latter cases the GM may allow you to retain a reduced END advantage on the power if the alternative cap alone is sufficient to prevent abuse.
