Q: I’d like to build a weapon for my character that has a “cool-down” period between uses. How can I represent this?

 

A: With Extra Time, more specifically defined: Extra Time (must have been at least [X interval of time] since last use). The value depends upon the shortest possible interval between uses, and since it won’t affect the first use in most encounters, the GM will probably want to reduce the value slightly.

 

 

Thanks for finding that. That's all I was trying to say. Although, I didn't think it necessary to reduce the limitation, unless for example, your weapon only works in Hero Id and you just changed in to your hero id and need to use your weapon immediately.

Well the Lim needs to be reduced anyway, because it doesn't apply to the first shot. But you do have a point about Extra Time Powers normally going off as soon as the Time is completed.

I do see a need for redefinition of the Extra Time Limitation; there could (and should) be a "Power does not work for X amount of time after use" Limitation. Which sounds more like what you were going for.

I explained this to Chris briefly, but I'll repost my thoughts here.

 

Simply: you have a gun (an EB, RKA, whatever, but for my example, it's a gun). The gun is loaded. A loaded gun is not a power with the Advantage Delayed Effect. It's just a loaded gun.

 

The loaded gun is fired. Bang. Before it fires again, it has to cool/reload. That's either Extra Time (as "cool down") or Extra Reload Time (per the Charges Limitation, 1 charge, 12 rnd clip, Extra Reload Time). Again, we're not in DE territory, as the gun has now discharged (boom) and is being reloaded (click... click... click... RELOADED).

 

Now again I have a loaded gun. A loaded gun is not a Delayed Effect weapon in HERO terms. That's why I keep saying (possibly I'm misunderstanding the design) that this isn't DE. It's just either Extra Time or Extra Reload Time.
