Heads-Up Display Visor

The basic idea is a visor that has various sensors in it, and is linked to the wearer's weapons so it has a targetting crosshairs on it. The latter is easy (extra levels, focussed), but there's a slight trick to the former. All the viewer can see, with the visor down, is the HUD.

 

For the ease of operation, let's just have the HUD be Radar. The character is not using his own eyes, per se, to see anything. He should, logically, be immune to sight-based flashes, though a radio flash would render him completely blind. Is 'no normal sight' viable as a limitation (a side effect, perhaps)?

Add Targeting to the Radar Sense and it can effectively replace the Sight Group. It becomes moot if they are Flashed ("effectively immune").

 

Radar starts as Targeting, unless he's buying it from scratch.

 

Effectively, what your HUD does is renders the user blind, unless there are also visual receptors in it. I'm assuming there aren't, so I'd take the Minor Side Effect (wearer gains Phys Lim: Blind, Always happens while power in use) to get what you described. You are then immune to Sight Based Flashes while using the visor, but lose any advantages that you would have if you had both Sight and Radar at the same time.

 

There are problems with this build. First, is the fact that you appear to get a pretty good advantage in being immune to Sight Flashes by taking a Limitation. However, as G-A says, you are already effectively immune to such as long as the Radar is going, so the Limitation is for losing the advantages of Sight, and does not really give you this advantage: it's the Power itself that does that. It becomes a little odd if someone Flashes you and before it would have run out you take the goggles off and can see, but that's the same as walking about with your eyes closed: many Flashes won't affect you.

 

Now, since the HUD has to be seen to work, there is another odd situation that may come up if you do it this way. If he doesn't have the defense against an NND Sight Flash, or has his Sight Power Drained or Suppressed, he should still lose the Radar because he can no longer see the screen. If this is likely to happen at some point, I might put it down as Can Be Affected By Unusual Sight-Targeting Effects As Well As Radio (-0), or something like that.

 

If these issues aren't important for the game, it should work out fine. If they are, and adding such a -0 Limitation seems overly complicated, another build might be more appropriate, or you can just judge it on a case-by-case basis and not worry about it otherwise.
