I would be interested to see him written up at any power level but I am really curious to see what kind of speedster goodness ~400 points pays for. I'd do things a bit differently now, but the basic pattern is the same. Enough Dex, SPD and Martial Arts to cover the primary combat aspects of the character, and a VPP to supply cool Super Speed tricks, movement, and extras where needed.
