She is on pages 184-187 of Conquerers, Killers, and Crooks. She's a 'cop' from the Andromeda Galaxy who serves a rather draconian legal system. One of her powers is the banishing of criminals to "duress" , a prison/torture camp dimension where they serve time (sometimes, forever) for crimes according to her own people's law. Moderation is not her strong point.

Moderation is not her strong point. Added to this, she's (kinda) a Dark Champions / Bronze Age character in a Champions / Silver Age setting. When (most) of the heroes would react to a purse snatching by beating up the purse snatcher a bit and recovering the purse, Nebula looks very dark; depending on how you play her, she'll send the purse snatcher to hell for a few decades, or forever if he fights back. She can serve as a vigilante who does not actually kill, and give the heroes a chance to show what makes them better than witch hunters in costume. In a dark Champions game where the purse snatcher might end up crippled or killed, Nebula isn't much darker than those around her (unless played that way). In fact, she's not as dark as Iron Age (or pulp) "heroes" like Judge Dread (or the Shadow) who rack up huge body counts; after all, there's a chance that those who suffer from her disproportionate justice might come back. I haven't used her yet, but if I do in my current "realistic" campaign it will be as a reformable character.
