Orbital Satellite Cannon in HERO 6th Edition?

Here is a satellite cannon from GURPS:

 

Orbital Rainbow Laser Cannon (6dx5 (3) burn; Acc 3; 7,901 mi/7,901mi; Wt. -; RoF 1; ST -; Rcl 1)

 

This is an orbital rainbow laser cannon capable of targeting any point on the surface of the Earth described as an Innate Attack. In order to use this ability, you must be in radio contact with the platform. The platform then positions itself for 4 seconds before discharging a blast from its cannon. The cannon then requires an hour to recharge before it can be used again. Unfortunately, the platform is quite old and in disrepair, resulting in a marked degree of unreliability.

 

Innate Attack 30 (Burning) (Armor Divisor (3), +100%; Based on Different Attribute (Artillery, Beam), +20%; Increased 1/2D Range (x10), +30%; Increased Range (x200,000) +160%; Overhead, +30%; Takes Extra Time (4 seconds), -30%; Takes Recharge (1 hour), -30%; Trigger (Radio Contact, Common), -20%; Unreliable (8), -40%) [480] or [252]

I'd like to model something similar in HERO. Where do I start?

Here was my attempt:

 

(70)Uplink to SDI Satellites: Killing Attack - Ranged 5d6, Indirect (Space to ground; +1/4), No Range Modifier (+1/2), Area Of Effect (5m Radius; +1/2), MegaScale-Range (1m = 1,000 km; +1 3/4) (300 Active Points); 1 Recoverable Charge (-1 1/4), Requires A Roll (9- roll; Is there a satellite above target?; -1), IAF (hand held computer uplink; -1/2), Extra Time (Extra Phase, Only to Activate, -1/2)

I think this is for 4E.

 

103	[b]Orbital Laser:[/b]  RKA:  6d6 E, AoE:  One Hex Extended (2"r) (+3/4), No RMod (+1/2), Indirect (down) (+1/2), 0 END (+1/2), Extended Range:  56,250" (+3/4), 
1 Turn between shots (-1), Concentrate:  1/2 DCV (-1/4), Requires System Ops Roll 15- (-1/4), Requires Appropriate Computer Interface (-1)

 

If I did it now, I'd make the orbital part a special effect and simply but it as an Indirect RKA with No Range Modifiers. No need for MegaScale range.

You have already gotten a couple different answers to your question, and part of the reason is that you posted stats for a GURPS gun, but we don't know what function this Killsat will have in your Game. As with so many things in Hero we need to start with "what do you want it to do?".

 

For example, if a character pushes a button and a building explodes? Then it is an Indirect RKA with area of effect. The fact that the beam comes from a satellite is just a justification for the building getting leveled by an attack that does a ton of body.

 

On the other hand, if the Killsat is an opponent that somebody (like the PCs ) need to fly up and destroy & save the city? In that case, you would build it as a vehicle with an onboard computer so it has stats & can be fought.

 

If a supervillian lives on the Kill Sat (Like the Heroes on Justice League Unlimited), then it is probably a base with a big, Megascale RKA bought as part of the Base writeup.

A bit of both, really. It will function as an RKA most of the time, but does exist as a building/vehicle, and, so, can be boarded if a suitable spacecraft reaches it.

Also you should consider how it can be used. Can you only use it to call down attacks in your vicinity or could you just punch in the latitude and longitude of your ex-wife's house and blast it from the other side of the planet?
