You might want to check out the Ultimate Martial Artist (or whatever the new one is called now; is it, "Hero System Martial Arts"?). It has optional rules for building new Martial Arts maneuvers. That also sounds rather similar to the Weaponmaster talent - I believe somewhere in the back of 6E1 there's a breakdown of how all the talents were constructed. Also, Extra DC adds to the Damage Class of attacks used with the Martial Art, including weapons in Element. Unless this has changed in the 6e, in which case I can't help you.
