If you want to encourage different limitations on different spell slots in a Multipower' date=' put a Variable Limitation on the pool cost but let each slot define that limitation separately. I am pretty sure this is not legal strictly speaking, but I have had a number of characters in my campaigns with just such a set-up and I find it works well. Book legal or not, this is the best approach. I take this one step further and allow the full limitation value on slot costs if the limitation is fixed. For example. your Multipower might be 60 AP with -1/2 for -1 Var limitations. A slot could have OAF, and cost 3 points.

I don't know that I'd give the full limitation to the pool. If "every spell must take at least -1 limitations" is itself a -1 limitation, why should anyone ever lock their Multipower down with limitations common to every slot? I believe that the value of the Multipower should be lower if every spell has, say, IAF Amulet, Gestures and Incantations than if each spell need only select -1 limitations.
