I take this one step further and allow the full limitation value on slot costs if the limitation is fixed. For example. your Multipower might be 60 AP with -1/2 for -1 Var limitations. If "every spell must take at least -1 limitations" is itself a -1 limitation, why should anyone ever lock their Multipower down with limitations common to every slot? I believe that the value of the Multipower should be lower if every spell has, say, IAF Amulet, Gestures and Incantations than if each spell need only select -1 limitations.
