Killing Strike martial maneuver, used with a Placed Shot to the eye. But this is assuming your game allows called shots and uses the rules for Disabling.

 

This, because in my paradigm the Kill Bill movies are (in Hero terms) a Heroic Martial Arts scenario using most of the combat options

HSMA noted the Martial Strike with "Disabling" Element. It allows you to disable a limb controlled:

It get's no of the drawbacks of Hit Location Rules (OCV penalty or random location; less Body/Stun), but also none of the advantages (higher Body/Stun). Also, the damage you do against the limb is added up over multipe attacks to determine when it is impaired/disabeled. So against a 20 Body target, any number of of Disabling element attacks that have 10 or more body togehter will cause an Impairment.

 

It of course requires Disabling Rule to be in effect. But I think the GM could allow using Disabling Rules only for those Maneuvers with disabling Element, even if he normally does not Disabling/Imparing (or does not even uses hit locations, the prequisite for disabling/imparing but not Disable Element).
