My guess is this is a HERO conversion of Dragon*Star? Project WyrmStar is the result of BlackWyrm Games' decision to offer seven brand-new* science fiction settings for Star Hero, in celebration of the release of its 6th edition at GenCon 2011. Each one is written for a different SF sub-genre. *Technically Lux Aeturnum had been previously released, I think, under a different license. For WyrmStar, a brand new Hero System version was released. I enjoyed Lux Aeturnum quite a bit, very intriguing, Swashbucklers in space and all that presented in a viable way.
