phydaux
I have the 5th Ed Hero book. I'll be starting up a Champs campaign soon, one where all the players will be playing villains. It will be set in the official CU, but set in Boston. I have the members of the BHL (Boston Hero's League) as well as a few other local heros and villains for the players to interact with. Also my local mastermind villain. I DO plan to pick up Conquerors, Killers, And Crooks as well as Champions Universe. Like I said, I have the big black 5th Ed. book. Eventually I'll get Champions Battlegrounds. Do I really NEED the Champions book? I'm thinking rather than the big black book, I'll recommend my players pick up that one. That is, PROVIDED Champions included all the game mechanics stuff you get in the big black book. It does, doesn't it? BTW, if Conquerors, Killers, And Crooks doesn't include Ogre, Foxbat and The Fox I won't be buying it at all. I have enough "stock" characters of my own to populate my game world. For going on 20 years now, whenever I get bored I make another Champions characters.
Supreme Serpent
Champions does not have the basic mechanics. It is a good book though (hey, Aarron Allston did it), and would be especially useful for the group to have one if there are players unfamiliar with the genre. CKC has Ogre and Foxbat, but no Fox. If you make up your own guys mostly, you can pretty safely put it off, I would imagine. Can be handy as templates for quick conversion - "Ok, I need another hero team - right, take the Ultimates, change some disads, bingo!" Bartman
Champions is a solid book. And I would highly recomend it to anyone who has not GMed in the genre before. It has lots of good bits and discusses how to weave a campaign. However if you already feel comfortable with that, there is a lot less value. You may find the sample characters, the 5 Champions and a half dozen villians to be useful. And the random character generator is solid. So in the end it all depends what you need. I myself didn't pick it up until I saw a used copy. Every other book I picked up new.
Redmenace
You might think about getting the Until Superpowers Database. It has plenty of premade powers at varying power levels players can just pop in to their characters. You still need them to have access to the Big Book but it might save you from having to loan it out so often.
