I had to search for it, but the answer is no:

"If a character has a Triggered ability (regardless of how long it takes to set the Trigger), he cannot use it as a “normal” ability without setting the Trigger." APG II 47.

It points to the Rule that "Advantages are Mandatory".

 

You could perhaps build the thing this way:

3d6 Drain, 30 AP.

plus

Naked Advantage: Trigger ("Upon death", Activation takes no Time, No Controll over Trigger; +1/4), 0 END (+1/2) for up to 30 AP of Drain.

22 AP.

I have a character with a Drain. I have put a trigger on it to have it activate when my character dies. Can I use the drain with the trigger applied or use it without it applied and then apply it once I am done using the power?

 

Not sure exactly what you are asking here...

 

Do you mean that you have a power that you would like to use as a normal power and that will, in addition, activate, just once when you die?

 

There used to be an equipment rule that you could have a second piece of the same kit for +5 points. In this case you want a power that functions exactly like a power you already have but just once, when the character dies. I would call it +5 points on the cost of the drain...
