Origin:  Jacqueline Tierney McKenna was born the daughter of the Titaness Metis, who fifteen hundred years ago was Morgan Le Fey in Camelot.  After becoming a successful stage magician Jacqueline discovered that she had her mother's magical powers.   A civic minded young woman Jacqueline decided to become a superheroine using her mother's old identity in hopes of redeeming the name.  One of her first cases she worked on was the kidnapping of a Magician's Assistant Guinevere Queen by Merlin The Magnificent, a con artist and failed magician.  Jacqueline's allies are Lt. Arthur King and Sgt. Lancelot Knight of the New York City Police Department.

Powers:  Morgan Le Fey has a number of powers based on her control of Magic including flight, mind control, energy blasts, and enhanced strength.

Appearance:  Jacqueline McKenna is a tall beautiful woman with red hair and green eyes, and looks twenty five even though she is over fifty.  As Morgan Le Fey wears a long sleeve v-neck black dress with a silver belt, and black pumps.

Merlin The Magnificent

 

Real Name:  Thomas Malory

Occupation:  Former Stage Magician, Now Professional Criminal

Base of Operation:  New York City, New York

Place of Birth:  New York City, New York

Known Relatives:  None

Origin:  Thomas Malory was a failed stage magician turned con artist when he stole one of the sorcerer Merlin's magic books.  It revealed how Merlin had no magic powers but created the illusions through trickery.  Malory updated the devices and embarked on a life of crime as Merlin the Magnificent.  His first crime was the kidnapping of Society Heiress turned Magician's Assistant Guinevere Queen.  Morgan Le Fey, who was a friend of Guinevere, rescued her after escaping from a magic themed death trap.

Powers:  Merlin the Magnificent relies on various trick devices to simulate actual magic.  His entangle is metal rings which coil around his victim.  The EB NND is chloroform soaked fake flowers that pop out of a cane.  The Teleport is a smoke bomb combined with a well planned escape route.  The Mental Paralysis is the victim suddenly finding themselves trapped in the "cut in half" trick.  His Mind Control is simple but powerful Hypnosis.

Appearance:  Merlin The Magnificent is an middle aged man with a slender build who has brown hair and eyes.  He wears a Magicians Outfit with a Crescent Moon Symbol on his left coat pocket.

Aurora

 

Real Name:  Aurora

Current Alias:  Brit Tory

Occupation:  NASA Consultant and Professional Superhero.

Base of Operations:  Los Angeles, California

Place of Birth:  Unknown.

Known Relatives:  None.

Origin:  Aurora landed as as infant on a lost human colony known as Nova Britannia (Epsilon Eridani 3) which had been founded by Jupiter a thousand years ago.  She was raised by scientists and lived an uneventful life until the first manned space mission to the largest of Nova Britannia's three moons.  When the space crafts engines failed to function and it was about the crash Aurora suddenly discovered she had superhuman abilities and saved the craft.  Afterward she began to explore the near by star systems and discovered a probe from Earth.  She traveled their in hopes of discovering your true origins, and after helping Liberty stop an alien attack on the White House she was partially responsible for, Aurora decided to become a superheroine.  She lives under the name "Britt Tory", and speaks with an American Accent as Britt, and a British Accent as Aurora.

Powers:  Aurora has superhuman strength, the ability to survive in outer space, and can fly 1000 times the speed of light.  A side effect of her FTL flight is the ability to open time/space portals allowing her to teleport short distances.  She also possess a form of X-Ray vision that can penetrate everything except magic barriers.

Appearance:  Aurora is a very tall beautiful woman with Black Hair and Green Eyes.  She wears a black v-neck bodysuit trimmed in red with a red belt that does nothing to hid her perfect figure.  She is twenty years old.

Blitzkrieg

 

Real Name:  Blake Krueger

Occupation:  Saboteur

Base of Operations: Mobile

Known Relatives:  None

Origin:  Blake Krueger was a German-American Bundist who was attempting to plant a bomb at a Taylor Industries chemical plant.  Ultraman arrived and Krueger was splashed with experimental chemicals and crashed into an electrified fence.  After he woke from a coma Krueger discovered he had superhuman speed and became the villain Blitzkrieg.  He was killed during the Second World War.

Powers:  Super-speed.

Appearance:  Blitzkrieg is a dyed blonde well built man of medium height who wears blue contact lenses to conceal his brown eyes.  He wears a red bodysuit with a Nazi symbol on his chest.  He was thirty years old at the time of his death.

Origin:  Bradley Taylor is the son of Hera, the former Queen of the Olympians.  She was exiled for wanting the Olympians to enter the First World War and had her memory erased and given the identity of Jennifer O'Hare, an Archaeologist.  Hera met Industrialist Marshall Taylor in Greece, and they fell in love, and Bradley inherited superhuman powers from her.  When his father entered politics Bradley took over Taylor Industries, and later had his own political career.  He eventually married Dr. Katherine Clark, who was the crime fighter Raven, and they had two children.

Powers:  Superhuman Strength Flight, Invulnerability, Energy Projection, and Enhanced Senses.

Origin:  Tiffany Wyatt is the daughter of a pair of superheroes, Champion and Starlet, and inherited their powers.  She followed her fathers footsteps into Law Enforcement and became an FBI Agent.  Later she served as the Director of the Crisis Response Intelligence Security & Investigation Service [CRISIS].

Appearance:  Tiffany Wyatt is a tall beautiful blonde woman with blue eyes.  She appears to be 30 years old, but is actual 50.  As Ms. Avenger she wears a blue leotard with red and white "MA" on her chest, red belt, long blue gloves with white trim, long blue boots with white trim, blue mask.

Origin:  Clayton Owens was a clown who murdered the owner of the circus he was working at, and convinced the performers to become a criminal gang.  After he was captured by Nighthawk his son took over and continued running the Circus of Crime.

Appearance:  Clayton Owens was an ordinary looking man in his 50s.  Clayton "C.J." Owens Jr. is an ordinary looking man in his 30s.  Both wear a Clown costume and make up in their villain guise.

Powers:  Clown is a weapons master with a large group of followers.

Origin:  Hera is the Queen of the Olympians.  When she suggested they intervene during the First World War she was stripped of her memories and exiled from Olympus by Zeus and his lover Hecate.  She was given the identity of Jennifer O'Hare, and American Socialite, and met millionaire Marshall Taylor who was on vacation in Greece.  They fell in love and got married soon afterwards.  Decades later after raising two children with Marshall Hera discovered her true origins and powers.  When the Second World War started Hera decided to join those who wished to defend the Country against the Axis threat.  Later the Olympians realized their mistake and offered Hera the rule of Olympus after Zeus was expelled.

Appearance:  Hera is a beautiful very tall woman with blonde hair and blue eyes.  Her costume is a long white gown with a gold belt, bracelets, and sandals.  She appears to be in her early forties but is actually over four thousand years old.

Powers:  Hera can manipulate magical to give her Enhanced Strength, Energy Projection, Mind Control, Telepathy, and the ability to transport herself to the Ancient Realms (Olympus, Atlantis, Lost Continent, Ancient Rome, Ancient Egypt, etc.).  She can fly, and is immortal.

Origin:  DiDi Davenport is the adopted daughter of a pair of superheroes, the winged patriot American Eagle and the mystic patriot Lady Liberty.  DiDi learned how to wield magic and joined the United Superheroes of America as Liberty.  She met and fell in love with Stalwart, another superhero, and they have two adult children who traveled back in time from an alternate future.

Appearance:  DiDi Davenport is a beautiful blue eyed blonde of average height, but with an impressive figure.  She appears to be in her late 20s, but actually is in her mid-30s.  Her costume is a short tunic style blue dress with gold spiked crown, bracelets, belt, and sandals.  She carrier a gold crystal flame torch, and a small book shaped shield.

Appearance:  Annette Banks is an attractive tall blonde woman who looks to be in her mid-30s even though she is much older.  Her costume is a red white and blue leotard, and white mask, blue boots and red gloves.

Real Name:  Douglas Mansfield

Occupation:  Aviation Pioneer

Base of Operations:  Washington, D.C.

Known Relatives:  Emma Cassidy Mansfield (Wife)

Origin:  Douglas Mansfield was a world famous aviator who at the start of the Second World War tried to keep the U.S. neutral.  When his efforts failed he and his father in law, former Secretary of State Daniel Cassidy, formed American Force, a "superhero" team dedicated to isolationism.  After the attack on Pearl Harbor the group was disbanded and it's members went their separate ways.

Appearance:  Douglas Mansfield is a handsome well built man in his mid-30s.  As Lone Eagle he wears a white trimmed brown bodysuit with gold boots, and  pair of large brown wings.  He carries the "Eagle Claw" which shoots claw that can be used as projectiles or to pin a target.  The Eagle Claw can also be used in hand to hand combat.

Powers:  Weapons Master and Martial Artist.

This is a template for a Weapons Master.  I've built up the attacks so they can fight one on one against any super-villain.  Defense is primarily skill based, using superior dexterity and martial block/dodge to avoid taking damage.  Alternate versions can be built by choosing different skills.

Neptune

 

Real Name:  Neptune

Current Alias:  Matthew C. "Mac" Perry III

Occupation:  Prince of Atlantis/Superhero

Base of Operations:  Mobile

Known Relatives:  None

Origin:  Neptune was the Roman God of the Sea.  He explored the world and followed Juno to America.  Living as an international playboy he saved the ocean liner Gigantic after it hit by an iceberg.  Asked to join the international superhero group the League of Heroes Neptune met and fell in love with an American naval intelligence office Cassidy Young.  On Dec. 11, 1941 the League of Heroes was wiped out by the Fifth Column in an act known as "The Night of Infamy."  Neptune was stabbed with a poisoned dagger, and would have been killed if Cassidy Young hadn't killed the spies who attacked him.  Poseidon, King of Atlantis took Neptune home to heal concealing the fact he was alive for several years.  Neptune returned to the fight and joined the United Superheroes of America.
