The probability gun is a weapon that, when you fire it, a good or bad thing happens (depending on the roll). The GM is allowed to choose the effect each time, but the "good" effect or "bad" effect is a given (like the GM cannot say a "good" effect is a growth spell on the enemy.) A pesky house rule where usable-as-attack powers always cost end unless limited by charges is showing itself, here. I'm so used to playing with it that I forget it's not RAW.
