    This glorious creation came about just as Our years long shadowrun game is running down, and my group is wanting to play Superheroes. I needed a campaign city.., so......They say plagiarism is the highest form of flattery..so feel very flattered.
     
    My incarnation has the player characters waking up in the city. . They were at their respective homes, watching the Eclipse them...they wake up in an empty city, with superpowers. I'm thinking story wise, what they don't know yet is that the powers they have are the powers of the failed superheroes in the earlier incarnation of Eclipse City.
     
    Eventually, after the campaign has been going a bit, they will find  beneath the utility and service tunnels of Eclipse City where all its marvelous automation is housed is the undercity.....which, with enough deduction, they may recognize as the collapsed ruins  of  an older Eclipse City, that looks to be a decade older...and beneath that one...an even older one.and another..and another..until they cant descend anymore. All sorts of creepy crawlies will migrate to these levels.
     
    Thoughts: extra weirdness was that in addition to the city, interstates and other roads were altered to tie the city in; airport databases changed to have the codes for Eclipse Cities multiple airports. Rail lines as well. Might even change a river. This city is just too good to be true, or notu utilized. The cities unique architecture and technology is self powering, further enhancing the popularity of the city with numerous corporations and advanced groups wanting to join this cutting edge city from nowhere that seems to be going somewhere fast.  Its become an instant rival to Millennium City, and there is already a demand for sports franchises to capitalize on it.

    more weirdness: being the earliest inhabitants of the cities, the Heroes (and a few other,  but not all early arrivals) have developed Bump of Direction, only in Eclipse City. Its like there is some growing connection....

    A troublesome gang has developed, many members seem to be growing more unstable and are developing low level superpowers. Going to call them the Lunartics.

    Why, ain't you the purtiest patch of nuthin I've never seen, ayup.
     
    Extra COM (whatever amount you want) linked to an all sense invisibility (including detects) that is always on. This power has the nice side affect of making your oratory/persuasion skills (or anything else requiring verbal communication) pretty hindered.
     
    Heck, may as well add some presence to that. (Only for PRE attacks of course. Too bad no one can see or hear you.)

    Autofire attcks +1
    Maybe a modifier based on unluck posessed by one of the Heroes (atrributed dirtectly to that her0, +1 per level of unluck)
    Excessive Collaterla Damage (many players tossing cars, ripping up power lines, collapsing walls,) GM's call 1 to +5
     
    Length of fight in turns (+1 per turn)
     
    Number of Combatants
     
    4-6 0
    7-12 +1
    13-24 +2
    25-50 +4
    50-100 +8 etc..
     
    Average Active Points of attack powers used
     
    20 or less -2
    30 -1
    40 0
    50 +1
    and so on...
     
    As to who to pin the balme on, well, the actiosn of the individuals just have to be taken into account--and hevily inflouenced by genre.
     
    As for damage--I'd so something like # of Combatants x Turns x Average x(variable), then use multipliers. Add the multipliers like advantages.
     
    The variable is baesed on the genrwa, and the time--a 1940's game might use 100, a more modern game use 1000-- a game set in an art museum might use 10000.
     
     
    Area effect atatcks used more than once (+1)
    Autofire atatcks Commonly used (+1)
    Deliberate wide area damage by [particiaptns (see above) +1 to +5
    Average Active points of powers/10
    Environmental factors (They blew up a refinery)--oh heck, just make up a number.

    Well, its not a quote, but a reaction, but here goes.
     
    Game set, post apocalyptic--about 150 years after a limited nuclear exchange. Characters are assisting a scientist doing background radiation readings for the area their group will be working in. The 2 characters are products of limited genetic engineering--their lifespan has been estimated to be about 200 to 300 years. This project was secret, so the two characters hadn't shared this information in gnereral. (This was a 'free' Perk the characters were so excited to get)
     
    the scietist finished his study and announced, in a joking manner. "Well, good news and bad news: the background radiation count is still elevated, but on the bright side, its not enough to be really harmful, unless you plan to live to be 200 or something."
     
    while the other PC's are pretty happy and smiling, the other two just beat their heads into the table.
     
    Got to love those free perks
