In 6E there is no connection between Control Cost and pool Size in a VPP, so:Yes, you could have a VPP with a lot more pool than Controll.
The same way you could have a lot more controll than Poll (so you can only use heavily Limited powers at maximum effect).
Regardign Skills:
Generally Skills as Powers are regarded Special Powers and thus can't be taken in a Framework (Multipower or VPP). But it#s up to the specific GM how he handles it.
I'm the GM... This isn't a VPP to allow the player to have any skills they want... This is a mimic VPP to touch someone, and then know all their knowledge skills...

Is there a lower limit to the Control Cost of a VPP...? For example, what if I wanted a VPP to be able to emulate any number of skills...? Does that mean the Control Cost can be set up for an Active Point cost of 3 points, despite the Pool being far, far larger...?

6E1 156 didn't really answer my question... Let's say you have someone with +28m of Running, for 40m total, and a x8 NCM, which is a total of 50 active points... When they use 10m of Running, does this cost them 2 Endurance because 20 active points are being used, or 1 Endurance because 12 active points are being used...?

Bizarre notion here... What about a mental transform, to create a copy of someone's memories...? It would be creating a set of memories from out of nowhere, wouldn't it...? Opinions...?

If you want to recall everything that your target has in his memory once the telepathy is over you will need plenty of 'Rapid Sense' on your telepathy is you want to 'download' everything' date=' or you will only get what you can 'read' during the contact period.[/quote']Maybe duplication, just to duplicate his memories, and mind reading to read them...?

I assume you pay End for the Adder... Is it basically proportionate over the amount of Movement used...? i. e. as if the Active Cost were the Active Cost, divided by the max Combat Movement, times the amount of Combat Movement used...?

I have two Savage Worlds customizable GM screens (link here) that I use side-by-side to make one big screened-off area, and I have six homemade panels of information I insert into them. The panels include tables as follows:Panel 1:

Well...it sounds like telepathy, but Hero Teep does not work that way. Well, it is for remembering what they remember, so you will need it for that.As for the rest, either you get your GM to allow you a 'Skills and Languages' VPP*, or you buy Multiform (only to copy the knowledge of the last person you touched), which would also need to be in a VPP.
The problem with 'perfect knowledge' powers is that they can ruin a plot instantly, so I am reluctant to go there
*Or you basically buy every skill and language with a limitation that you can only use them after touching someone who can use them.
Actually, I'm the GM... I'm contemplating Limited Telepathy, linked to Eidetic Memory, but I'm wondering if there's a more elegant way to do it... The Languages could be Universal Translator, with such a limitation... I'm getting used to 6th edition, after a while away from Hero System, so I appreciate any suggestions you can make... And I will definately be looking at a VPP for the Knowledge Skills... Thanks...

I'm contemplating ways to build this ability, and thought I'd enlist the aid of anyone on the board willing to help...
Basically, you touch someone, and gain the ability to read and write any languages they know, use any of their Knowledge Skills, and Remember things they know... Until you tough someone else, and gain their knowledge in place of it...

Cells that size, however, generally aren't going to be part of a pistol, as they would be larger than the handgrip... If he had a laser carbine, however, you might have larger cells incorporated into the weapon stock...
The cells are a molecular cage latticework, incorporating a system of diodes using carbon's semiconductor properties... The latticework contains Lithium Ions... As the cell charges, the Lithium Ions are forced out of a uniform distribution to cancel the electron charge... As the cell discharges, the Lithium Ions diffuse back through the latticework, and diffusion pressure is what gives the cell its potential to begin with...
Most laser weapons in my background, however, are beam weapons, due to the obscene amount of power storage in the Accumulator cells...

My *Universal* power cells are cylinders of artificial layered-composite diamond crystal... They're extremely difficult to damage...

Potentially, a larger star could have 5 habitable worlds, if you stretch things...
Innermost World, low in greenhouse gasses, is only habitable at the poles...
Next World Out is closest to Earth...
Third World high in greenhouse gasses, only habitable in the equatorial band...
Fourth and Fifth Worlds orbit a gas giant... They would be too cold, except that a large gas giant will radiate heat... The innermost of the two would be a trifle warm, and the outermost a trifle cool... There would be other moons, but I believe you couldn't count on more than two having a decent temperature...
Then, if you have a binary system, repeat...
I would pick a respectable total number less than 10... Six or seven, maybe...

Gizmo... 38 INT, Loads of stuff, and Bertha the Hoverwing... I'll never forget the other Player's faces when he said "Heel, Bertha", and the Hoverwing followed him into its hanger...

Snapshot... Superfast mental processes, so he had 10 overall skill levels... So many people hated him...

Only Mentalist I've ever done is a villain while GMing... Mindlord... Got himself nervefried and put in a wheelchair... The Government was keeping Metahumans top secret, so they were keeping him to Memory Mod anyone who found out... His big plot was to force things to go public in a big, obnoxious way so he'd finally be allowed to go home...

Flex... Stretchy and Rubbery... Like Mr Fantastic, but without the elongation ability and not nearly as smart...

Mage... He was one of the Tunguskee Airmen until he got shot down at the end of WW2... Found on the Island he was stranded on by an annoying old twit who refused to help him unless he became a student... 40 years later he was finished with his Apprenticeship, but by then it was the mid-80s... Man, was he a victim of Culture Shock when he got home...

Impulse... He once ran across the US and back, in about an hour, when he was in his 70s... Had a stroke and died just after that, unfortunately...

Someone I know is trying to build a Kitsune in Hero System... One ability he is looking at is the ability to wreath a target in harmless flames, making it easier to spot and attack them...
I suggested Change Environment, as it seems to affect everyone else's ability to perceive or attack the target, but he pointed out that Change Environment affects a hex... Is there a modifier that lets it affect single targets...?
Or would it be better as Skill Levels that affect others...?

Okay. What about her ED? Would it be about the same as her PD? Also, don't forget about knockback to her and others near her.8d6 is a hefty explosion, considering that it would be a 60 Active Point power.
I'd build that sorta like (I don't have my 5er book with me):
31 She Go Boom!: Energy Blast 8d6 + Explosion(+½), Zero END(+½), Triggered (When Her Plasma Containment Is Pierced; +3/4) - No Conscious Control(-2), No Range(-½)
A strict interpretation of No Range would mean the explosion would always be centered on her. But I think most GMs would be willing to work with you on letting No Range mean wherever the penetration took place.
Well, she has stretching as one of her powers, which lets you play about with where exactly she is...

Can this explosion hurt the character? How big/powerful is the explosion?I'm contemplating it as an 8d6 Explosion... If she has the power active, she has an rPD of at least 5, and a total PD of at least 10... rPD 25 and total PD of 30, if she puts the Multipower completely into defense... With a CON of 30, the chances are low of her CON-Stunning herself even at minimal protection and non-existant at higher levels, but she can take STUN damage from the effect even then...

As for the containment failure - well - does it hurt the character or the environment and everything in it? If so then I'd go with Side Effects, as has been suggested.If not (for instance if the damage is in a path along the point of breach - which will usually be pointing at the breacher) then I might want to consider a limited use attack with a trigger.
Well, it's an explosion that occurs at the point where the plasma is sheared away, spreading out from that point like a normal explosion...

Well, the results so far have been helpful... Thanks much, guys...
Now here's the tricky part... If the plasma is released from confinement, it explodes, like anything else contained under pressure...
She would be able to do this herself, and it would obviously be a power fueled from the END reserve... But if the plasma is shot away from her control, the same thing would happen to it... Which means that attacks can trigger involuntary use of the power...
Any suggestions...?

To attack the Plasma give powers using it Physical Manifestation Limitation.You could model it with an END Reserve, the REC helping to model how much she can exude to replace lost Plasma.
I don't remember that one... Is it in FRED, Revised, or elsewhere...?

I have an NPC from older games... She can exude a low-temperature plasma, and control and confine it with interwoven magnetic flux... It protects her from attacks, but the material may also be used actively... If she is using some of it for something else, she has less of it protecting her...
It would be possible, to eventually strip this material away, by targeting it specifically, and doing damage faster than she could exude more... Also, the stuff is glowing yellow, and thus is obvious when she has the ability active...
Abilities usable would be Extra Limbs, Stretching, Swinging, Extra Running, and something akin to an Area Effect Entangle...
Any suggestions for how to stat it out...?
