You should also make sure it is not artwork which doj owes. My understanding is that doj purchases all their artwork now rather than "renting" it.

Suppose the cyberline treatment costs $250,000. Now imagine you need 4 treatments a year to stay "buff." That is one million dollars a year to create and maintain a silver avenger. There is a reason why there are not too many of them in primus. Fielding a battalion of cyberline-enhanced solders would be expensive and would mean they need additional "downtime" due to needing additional treatments. Being a soldier would also put them at a high risk of being killed by weapon's fire; even stray weapon's fire. The army get the current soldiers for what? $1,500 a month and another $2,000 of equipment?

What I wanna know is why the military hasn't started using Cyberline. . .Cyberline only works on a small percentage of people with compatable genes; my guess would be pre-activated mutants. I would also imagine that it is fairly expensive, and so can't just be mass-produced and issued to everyone to see how they react. I would also think there is a fairly large number of people who have negative reactions to cyberline, and then need to be "taken care of."

You purchase all the additional characteristics you listed above with an "only when berzerk" limitation: -1/4.
You purchase the regeneration at the 6 hour level and then give the cost difference between 6 hours and a turn a naked advantage "Only when berzerk": -1/4
For the body damage you buy a Susceptability: Takes 1d6 body when recovers from berzerk

Classic examples? Beast Boy and Snowbird have Multiform. Each can take on a myriad of different animal forms.Thor/Don Blake and Captain Marvel/Billy Batson have OIHID. The characters are complete normals until activating their hero ID's.
Colossus has special effects. Many of his powers are linked to his Armor.
Or you can just as easily say:
Beast Boy and Snowbird have shapeshift and an animal vpp to represent their limitless shape choices.
Thor and Captain Marvel have multiform due to the fact that they have different personalities, skills, knowledge and powers.
Colossus is only in hero id as his powers only work in Colossus form.

The value of the limitation is based up the value of the characteristic roll using the activation chart. If the character had a 14- ego roll the value of the limitation would be -1/2. With an 11- ego roll the value of the limitation is -1.

That would seem to imply that armor is normally invisible, as all 0 endurance powers are unless otherwise dictated by the gm or limitation.

You make the roll and you gain access to some minor stunts such as telescopic sense and/or clairsentience.

Sexual dysfunction and addiction is incredibly overplayed and immaturely handled in so-called realistic genres. IMOI do not believe reading a comic book about a hero saving money to buy a house or to have a child would be very interesting to most people. Spider-man seems to have had that angle covered for the last 40 years. Reading about heroes who must overcome difficult social issues is interesting to most people.

A better question might be why does it cost +1 to be invisible but only -1/4 to become visible?Our house rule is that invisibility is only a +1/4 advantage. It really is not so useful that it should be a +1.

I would consider that to be a -0 limitation. The invisible nature of endurance powers is a large factor, imo.

That is the Quasar I am talking about too. We have him at 20d6.
We have Gladiator at 100 strength with an additional +30 strength only for lifting, etc.
Superman is 125 strength in our game. Silver Surver has a 150 point cosmic power pool. Those just for reference as to where we fit Gladiator and Quasar.

The Thor we use in the game is the original Blake character. He has a multiform as Thor and Blake are two people merged together. We purchased the hammer and associated powers as restainable.

Basically you turn into another character which is the swarm and has the associated powers to represent that. I'd suggest looking at the swarm examples in the bestiary first, or the flock of birds example from shades of black.

So you have a birth rate of about 3 females to 1 to 2 males per each 1,000,000. This would give a population in slow decline which has a difficult time recovering from major wars.

The breasts could be truely functional, a status symbol, a sexual symbol. Many animals have "decorations" to attract mates. It's possible that female draks have breasts just because the are pleasant to have.
We should also keep in mind that the word "most" really only means over 51%. 51% might die in child birth, and of the remainder 51% choose not to have a second child. It also means that at least 51% only have one child at a time and not twins.
A population of 1,000,000 females would indicate a minimum of 501,000 die in childbirth, and of the 499,000 remaining 250,000 choose not not have a second child. So 1,000,000 are born and 501,000 die. Their population is actually increasing at a slow rate, assuming wars and such are not to hard on the population growth.
