Another idea might be a Transform (person to person with a temporary times 1 and 1/2 damage to all your attacks), perhaps with AVLD, Invisible Power Effect, Requires A Roll. Defense of the AVLD is "not having weak points", and should instantly heal outside combat.

Is this a legal thing? Can you use transform in this manner?

I think its a very creative way to give the Find Weakness ability. Kudos

How about Images with the no conscious control limitation.  People see who they expect to see at work...

He is a limited shapeshifter, his eye shape remains the same but his eye colour can change!  He is a petty thief and operates in six different cities in the Tri-State area. 

She has heard the voice drone on an on for ages, sometimes garbled and sometimes clearer than she would want. Usually the periods of clarity discuss how the evils of the world have engulfed her and taken her down to hell for judgement. She has always been on the poor end of others comments, their judgements have been quite debilitating and she has felt cutoff from friends and family. But down here, where the flames of the eternally damned are never extinguished she has found resolve!  No more putting up with the bickering of those less gifted, she will become the Voice of freedom from tyranny!!

If only she could get out of this place...

Monika Kaluza woke with a start in an intensive care unit somewhere in Warszawa. Later she discovered it was the Damien private hospital, but for now that was irrelevant, she just needed to get away, to find a quiet place to think.  The tubes coming out of her were many, and she couldn't remember what had happened, where or why she was here.  She pulled at some to get them out but pulling them free hurt, she screamed and a sonic wave escaped her throat all but disintegrating the table and wall directly in front of her.

That started the alarms going, even though it hurt she pulled 6 more tubes free, thats when a handsome young intern burst through the doorway. "Please help me, " She said softly and suddenly the concern on his face turned to kindness, he gently freed her from the machine and lifted her up.  Somehow she had developed a Siren Song that made him do whatever she wanted.  Abilities started coming to her mind and she filed those thoughts away for future use, with him still holding her she wove a sound bridge that took them far away from the hospital. She renamed him Bartos, just that and he has become her most loyal follower.

For herself she has taken the name Clarion, for she will bring about a new era, 

She feels a tugging within her mind, taking her to another city where she will find another who has awakened! Perhaps one whose purpose is more refined, more deliberate.  Someone she can usurp for her own devious purposes...

Another note here, when creating the illusion is the player visible to his targets but standing beside the image or within 8 M of the image he/she is creating?

How does a villain fight back does he have to target the player's image or the actual player character?

Let me give a different example...

I create a character who can use Telekinesis, I drape a cloak around the Telekinesis and have the "force" fight another super.  As long as I have line of sight I can maintain the TK Force character attacking, but it doesn't take body or stun damage and the character creating the Visual Effect is not close enough to be hit or take damage.

How would you defeat me? Capture me etc...

Should your entangle be vs DMCV or are you aiming more for something "physical" the target is fighting through, for example, they see an image of a Druid casting entangle, so the grass grows longer and stronger trapping them.

Vs the same image but its all in their mind so they must use mental powers to break free...

Looks good to me, you could potentially add the limitation Linked to the Multipower.

Also, the multipower is limited in that you can only focus on one person at a time with its effects, whereas everyone could see the images but not be affected by what they see.

Can you describe what they would use the power for?  That will help others to provide better feedback!

In my new campaign one of my characters is named Facade (a way of behaving or appearing that gives other people a false idea of your true feelings or situation)  I had planned for him/her to have Mental Illusions but I like the phantasm (images) part of your build!! 

That only works if the players fully understand it from the beginning.
