    Early on in Metahumans Rising I put the team up against HAAD (Humans Against Altered Dictatorships) mostly shock troops but they had one powered armored villain working with them called Cure who used inhibitor collars to shut down super powers.

    Hand to Hand Killing attack with either an NND (Inhuman biology) or AVLD (Hardened Armor) with Does Body. When building it I'd make sure that an average roll would be enough to do at least 15 body or so. So maybe: HKA 4d6 NND Does Body costly but it gets the job done.

    I was thinking along these same lines. As teens you can institute government control easier if people don't know, this isn't right or that there are other options playing on the child ignorance and dependence on a parent. At the same time you have those rebellious teens and this might be where the story is at, pulled from different sides the government, possibly other groups that want to control them these are the teens that ran away. Their number much lower they ca nmore easily find each other than the average runaway to for effectively a super group. More so stories can range from conspiracy to romance and survival. Also if you have time to establish friends in their non-powered life these can make some great lingering doubts about their past lives or possibly enemies of circumstance,

    In the Incarnations of Immortality the way death got around that is he only showed up for those where it wasn't clear where they should be going after dying.

    Could be interesting but when you start talking about money I'm not sure hero is the right term. Seems like a decent set up for a darker game where the characters tactics and morals might be questionable. They've got power, they want money, but they aren't willing to go on the run so they work around the system.

    As the city was torn and divided a hissing echoed through the streets. Malformed a tar oozed out into the air as if the earth itself had been turned over to pour its own filth out into space. Spreading with an unholy speed the tar covered the sky blotting out the sun. Day turned to night, and a cold swept down from the high mountains of a frozen hell as the light was snuffed out in inky pitch.

     

    The sounds of terror cried out from the primordial tar. Faces, hands all groping from inside the mass unable to break free. The bellows continued to pump darkness into the sky. It's weight too great now it began to fall consuming all that it touched in pillars illuminated by what feeble electrical light remained.

    I had a villain gadgeteer named Thingamabob. He was a dumpy, middle aged shmuck wearing overalls. The nametag on his chest read "Robert".

     

    But I can't forget the Spirit of '76. Of course he was referring to 1976.

     

    Did he look like David Cassidy?

    One of the NPC heroes we fought alongside in my last table top game was named The Tongue who's entire body mass was made up of a muscle with the density and strength of a giant tongue. He wasn't the most attractive character (his pores constantly excreting saliva) and we were forced to restrain the rather sophomoric jokes when we found out he was gay.

     

    This was from the same GM who brought us Bovine Fury the all bovine villain group led by Veal Genius.
