    No one wins every fight nor does raw power make the difference in every fight. Absorbing Man fought the Avengers to a stand still (a roster including Vision, Iron Man, Ms Marvel, Quicksilver & the Scarlet Witch) but then lost to Ant-Man in a subsequent fight.

    GoldenAge: I have. And I think a lot of the same names are proposed. What I meant is that there really is a short list of contenders for the title of most powerful super hero ever. Think about it....

     

    It is just the top tier bricks, energy projectors, and mystics that are being discussed.

    This is such an open-ended question. Kurt Busiek once commented on the Avengers Mailing List that no hero is the most powerful at everything. That said,

    the contenders are without discussion.

     

    DC: Superman (ultra-powerful pre-crisis version), Martian Manhunter, Green Lantern (with Ion force), Flash (Wally West)

    Marvel: Thor (with Odinforce), Phoenix III (Rachel Summers), Captain Marvel/Photon (Monica Rambeau), Hulk, Doctor Strange

    Independent: Victor (Hero Alliance)

     

    Of course, the best win-loss records in comics might easily be held by Batman, Hawkeye, and Spider-Man.

    I agree with the Contact/DNPC or Follower/DNPC usages. But the Rivalry/Contact makes little sense to me.

     

    Batman has Alfred as a Follower. But Alfred virtually never gets in trouble, even when aiding directly in cases. He walked into a firefight between Penguin & the GCPD and Killer Croc & his gang to untie Robin - and was totally unmolested the entire time. (This was during No Man's Land).

     

    Booster Gold has Skeets as a Follower. Skeets clearly acts to aid Booster in many ways. Booster has to search for or save Skeets fairly often.

     

    Clearly, Skeets is a DNPC and Alfred is not.

    In the comics, no one suffers damage from fighting Ghost Rider in HTH. Plenty of enemies have punched him with no ill effects. A few of his main foes were bricks such as Blackout II or Mister Hyde.

     

    The Penance Stare never caused physical damage nor do I recall anyone ever passing out from its effects. It is a psychological weapon. In that case, what about using extra PRE only for PRE Attack.

     

    He would need Damage Reduction and probably 25/25 Def. And a Multi-Power for his chain (which is not flaming in the comics).

    The list is meant to become a listing of active heroes, and important reserves/inactives. For example, Hank Pym will be inactive but he is active in the background.

     

    It is also to help clairify the list of who exists and who doesn't. Some characters, such as many newer Marvel/DC characters, won't exist at all and some characters will be dead or retired. Jean Grey is dead in this universe. She died returning for Stephen Lang's satellite base. Rachel Summers is the Phoenix.

     

    I do have a rough time sketched out. But those other timelines may have good ideas. Thanks.

     

    My main goal right now is to generate a list of heroes and villains that are active or important right now.

  7. I'm between games right now, so i'm working on a combined Marvel/DC universe. The general idea i've settled on is the legends theme. In other words, since including every character ever to headline a title is impossible, using only the best and the most iconic (two separate criteria). I'd even include characters from other universes if they warrented it.

     

    Note: I haven't followed Civil War, so most of this is pre-Civil War versions

     

    Converting characters is going fairly well right now, but I thought i'd post my basic ideas and see if there is anyone I should have included but passed over. So...open for feedback.

     

    First up...Marvel Characters in the Legends Universe.

    I realize that with some fictional characters, establishing "canon" is difficult. But in this case, we can conclude that the DC series staring Batman are canon.

     

    And many items used by Batman in the comics exceed 30 or even 50 Active Points.

    :) It's not exactly my favorite city either. But it is one of the fastest-growing cities in the US; doesn't seem too unlikely they could find one super who likes glitz and gaudy.

     

    Good point. But not too many heroes, I think.

     

    I think the money is kinda the point. ;) And if the FBI (and/or PRIMUS) can protect Vegas, why not New York or LA? Why do we need superheroes at all?

     

    But I do like the idea of a superhero who works for the mob to protect the casinos from "other" criminals. Talk about a conflicted character set-up! :sneaky:

     

    From what I understand of PRIMUS, they think they can. And if you consider the "bank robbery" level villains. Guys like Blowtorch, Power Crusher, Green Dragon, and so forth....PRIMUS may be right.

     

    As for the superhero for the mob. I was think more of something like Team Hammer from Marvel Comics. Second-string villains who are happy to take retainer with a strong organization that can provide them with legal and tech services.

    Pre-1999, I saw a version of the one in a million with modifiers. The guy who wrote it up started each country with 1 super (hero or villain) per million.

     

    He then had modifiers based on various factors including:

     

    mystical tradition (places like Britain or China)

    mythological tradition (such as Greece, Egypt, or Norway)

    tech level (USA or Israel scores high here)

    religious tradition (such as Israel or Italy)

    government (bonus for republics and negative for tyranny)

    martial arts tradition (such as Japan or China)

     

    and possibly other factors. these things than provide a +/- of up to 25% each. this gave a more "realistic" figure. China might start out with a 1000 supers but it has a government that represses rights and is a second world nation technologically (they can manufacture but have little innovation); this is balanced by a strong martial arts and mystic tradition.

    That would make the assumption that some super is willing to live in Vegas just to keep it safe. It also assumes the mob or FBI doesn't perform that role. Aside from money, Vegas has little attraction and the casinos are sure to take steps to secure their money whether that involves special technology, hiring their own supers, etc. They couldn't afford to operate if they depended on the kindness of a vigilante or local do-gooder for security.

    This whole thread is based on the value of goats and the Money Perk. But remember, that $100,000 represents todays economy. A FH campaign would not necessarily be the same because of inflation. The Value of Money has increased easily 40 times just since World War II.

     

    Why not solve the problem by altering the annual incomes granted by the money perk?
