I haven't seen the 5th Ed. version yet. But in 4th, this was dealt with in depth in Dark Champions. I'd wager that between DC 5th and Champions Universe all your answers shall be found.

Pre-1999? I assume you mean the "weekly" freebie articles that ran on the Hero Games website from Jan 1999 until Jan 2001. I have all but six of these (accidents happen) - what are you looking for?It would be cool to post all that, but i was thinking of the weekly freebie stuff from prior to the redesign of the website in '99

I assume more that Nighthawk is simliar to the character he is modeled after (Batman) and has hidden as much as possible regarding his identity from his teammates.
The mask *must* hide his scars or it would be easy for villains to deduce his secret id. how many scarred men can there be?

It has been neglected over time. But in the early FF issues, Reed was acknowledged to have a black belt in Judo, IIRC. And over time has developed his own martial art based on his stretching.

I allow a character with the Money perk to buy anything he can afford without paying points. But I usually requires points paid for anything he uses on a regular basis in his superhuman identity.
Also, as JmOz said....there is the consideration that it is off the rack, bought in his civilian identity, and so forth.

I have a bunch of stuff I could show you....see my email.
My main tip is to avoid the mistake most gamers make and treat the reality of Star Wars with the respect it deserves.
1) Everyone wants to fight Stormtroopers and Dark Jedi. Those are elite foes. Despite the poor showing in some portions of the original trilogy; pay attention to when Kenobi calls them the best trained military in the galaxy. "Only Stormtroopers are this precise".
2) Uhhmm...it sucks, but most people DO get butchered by military-grade blasters. Watch the movies and see how most people get cut down like flies on 1-2 hits.
3) I made most blasters EB's except high end military stuff. Solves a lot of the trouble. And if you play dumb against Stormtroopers you deserve to get cut up.
4) Bacta Tanks heal fast
5) Rule #1 redux -- remember to start small. Imperial Army and other groups (such as Imperial Inteligence). Save the Stormtroopers.
6) If most blasters are 2 to 3d6 Killing, then 1-2 levels of Combat Luck and a blast vest go a long way.

There is also the Guideline of a Disadvantage needing to limit the character.
Cap has no living family and virtually no friends outside the hero community.
The question is does he need to keep his identity secret or suffer consequences (the basic criteria for Secret ID).
I can't recall Captain America EVER making an attempt to conceal his identity out of fear of any particular threat. So, i'd say no Secret ID.
A good example of a villain with no secret identity was Blacklash (Whiplash) in his Marvel Team-Up appearance vs. Spider-Man and Iron Man. He went to visit his mother and had mobsters accosting him on the street to make job offers, he was harassed in the local bar by the patrons, he couldn't get a job using his real name. But on the other hand, he isn't bothered like this in places where he isn't as well known (as a Public Identity would indicate)

My conversion of Star Wars to HERO uses a combination of MP, Disadvantages, and Talents to simulate the Force.
Jedi (or other Force-Users) use a Multi-Power. The basic MP looks like this:
The Force: 10 pt Multi-Power, Requires Skill Roll (Force) (- 1/2), Variable Limitation (any - 1/2 Limits) (- 1/4) (10 AP / 6 RP)
...for a starting Force-User. The character adds powers and size to flavor. This simulates the variety of limits we see in the movies (gestures, concentration, extra time) and the element of skill (Yoda vs. Luke in ESB). Also the element that the same power doesn't always use the same limits.
The player can add powers and flavor to taste. Using multiple abilities at once simply requires a larger MP pool than the AP of the powers used.
I require all Force-Users to take a Susceptibility to the Dark Side...which is a Major Transform of Psychological Limits to appropriate evilness.
Mental Awareness is bought as Force Awareness. Mental Defense as Strong Will. I also allow Luck with the SFX of Latent Force-User.

I usually write a villain up with either
Secret Identity
or
Social Limit: Criminal Record
depending on the character. Having both fits only certain cases. Most villains have neither a Public or Secret.

Essentially, if I read correctly, you want an arab team that represents the Muslim World.
First off, their religious status would directly impact their status in each country. I would also expect such a team to be mostly, if not all, male.
Good ideas include:
"classic arabian warrior" (flying carpet, scimitar, etc...such as Marvel's Arabian Knight"
"owner of a magic lamp" or genie master; or a genie
a wizard (very common in arabian literature)
desert/sand/eartch control (think of some of the SFX from the Mummy movies)
skilled thief/sailor/martial artist -- could even own a magic boat
"Saladin" -- descendent or reincarnation of one of Arabia's greatest warriors.

Theemerged has a good point. For the most part, regardless of the visual effect (something emphsized when Kyle was GL) Green Lantern rarely uses more than a few powers.
Telekinesis, EB, Flight, FTL, Force Field, Life Support, Enhanced Senses. But the specifics change frequently. Without a VPP, you'd really need variable advantages.

Uniqueness is a good rule of thumb as well.
Dreadnaughts, Bio-Plastoids are cookie-cutter drones.
Dragon Man, Amazo, the Vision, Super-Adaptoid all are individuals and for the most part have a personality.

I know this game has been played before but it would be nice to have either links to previous discussions or a new review of Pulp Character's most worth using in a Pulp Game.

To sum it up, I think that maybe this would be a good topic to send to Steve for a final ruling, namely:
A) Whether a "body does actually change" sfx Shapeshift needs Cellular to defy a "normal tech" sfx voiceprint analyzer
Whether adding Analyze enables a normal sense to pierce a "body does actually change" sfx Shapeshift
Do you agree ?
I agree with A but not B. If the body has actually changed than it is truely different. Analyze can't allow a sense to detect what used to be, just what is.

Excellent observation.Unless your particular campaign features an unusual number of mano a mano combats, most RPG games (particularly Hero) involve team combats. And teams throw any kind of combat ratings formula right out the window. (How do you factor the speedsters's SPD, the MA's high CV, the brick's massive DC and Stun, and the energy projector's Force Wall into a coherent formula?)
Exactly, thats why I have no issue with the "standard range guide". Which can always be broken for a good concept.
However, in a campaign where everyone (except world-shatterers intended to fight 8 at a time) has a DEX of 14 to 28. Then there is no difference between a 28 DEX or a 42 DEX for a speedster; effectiveness of stats is relative to how characters in a campaign are designed. I prefer seeing PSL's to add versatility rather than CSL's. Standard Max CV of 12 is no problem if it never decreases. A speedster could always buy Lightning Reflexes (only to be faster than other speedsters)

It's a good summary chart but it prints small. Is there anyway to enlarge it. I think the security settings are blocking me.
