Well, that's my definition of non-functional.

I find it funny that your ad link doesn't even work, spammer.
  3. Alma has already posted a couple of threads requesting help (or information), and received a decent amount of it.
  4. It's very unlike a DigitalGolem to think "no" means "yes." You'd think it would have binary down.
  5. Ahh, but you only roll if under extraordinary circumstances.
  6. Well, Champs, he said "air-to-air" because he was talking about when the team is in their team jet. Of course, I would have to say that the group would need to be pretty stupid to fly around in a jollopy of an airplane if the US Air Force wants them toasty (Edit: . . .if only because it's a waste of an airplane, they aren't cheap, even the less state-of-the-art ones).
  7. People think it's funny that you can make a rather involved stat block for a towel. I think that's the reason.
  8. Change Captain Ducky to Just Ducky. Edit: Or, Captain Just Ducky.
  9. Oh, I agree that if the group has a plane, and the Air Force wants to kill them, the group should know that they need a pretty badass plane to fly with impunity. Still, even a rather sub-standard plane is pretty difficult to put down if the pilot has superhuman skill.
  10. Well, I think most of us agree that, usually, no dumbing down is required. Paramilitary forces might be used as goons, but they ain't the US Armed Forces. And if you do come up against the military, maybe you pissed them off, then you are probably fighting a team of unique super-normals. Sending the marines, or tanks, or jets are probably simply the wrong tools for the job. Anyway, regardless of the method, if the entire US Government, or Armed Forces, wants you dead, then you'll probably get dead (well, unless you have a similarly large organization protecting you). The method is probably going to vary considerably, depending on the circumstances. I don't think many people here will argue that the US Government can easily kill a group of 4-10 people, even if they have super-powers (this doesn't include Cosmics, or such beastlies). And they will use the best tools available to do so, which probably won't be the army.
  11. Is there a frame of reference for the inquiry? I can't think of why that would be a limitation, and not explained in the text of the specific power.
  12. Well, what I was trying to say with "tight concept" is what Monolith nailed. The Spiderman thing is a perfect example of a good concept that wouldn't fit my definition of a "tight concept," from a rules standpoint. Of course, my definition only makes sense to me, so it's kind of useless.
  13. Hmm, I'm unconvinced that Real Weapon has the scope you say it does. Maybe it just makes more sense to make bullets take a standard effect [for the Stun multiplier roll], if used by grunts.
  14. Monolith described it very well. In fact, I was thinking of the way Aberrant handles something similar to this. Elemental Control basically turns a set of powers into one power with various uses. In that vein, the EC "powers" should feel somewhat seemless in regards to eachother. You create a wall of iron shards with magnetic TK, float yourself on a manhole cover, and make a whirlwind of random metal objects, they all are really aspects of the same power.
  15. Well, I don't think it rewards characters for having a concept, but for having a tight concept, a closely defined one. Mind you, not "better," just tighter. This is where GM guidance is needed.
  16. Well, sure, I know it won't often come up, but then again, it can. For example, I'm in a game where the supers are controlled by the US and USSR in a sort of Cold War arms race. One of the things granted is a gadget VPP for military gear. An increased limitation opens up more space in the VPP. In fact, adding this change to Real Weapon increases the viability of adding it to VPP powers.
  17. I like this No Body/No Stun thing for Real Weapon, but then Real Weapon should, of course, be worth more, don'cha think? I mean, -1/2 seems more fair. I like this rule, so I was just curious if you change the value.
  18. I think variety is an important aspect of an EC. I think it's important to construct ECs with a set of widely different effects in mind. It's not necessary, mind you, but the GM should keep it in mind. I guess this is kind of like point 4b. It's usually not a concern, though, because it's often better to buy a set of similar powers in a multipower. It can still come up, however.
  19. I donno, I just think the military is a damn unwieldy God Hammer to me. It's no Mjollnir.
  20. Yes, and there's nothing you can do. . .unless you can give me ONE MILLION DOLLARS!
  21. Wait, so if I create a 4000 mile tunnel straight down to the center of the Earth, I can destroy the world with a nuke? Go Go Dr. Evil!
  22. Ah, that does make sense; I do picture him eating three times more food. In fact, I bought Increased Life Support for the character in GURPS.
  23. Regarding how it works, I picture it as if he's in fast-forward, and we're in normal speed. So when he jumps, he doesn't go any higher than normal, and physics feels the same to him. Of course, to us it looks completely wrong. Anyway, his Strength could be thought of in quite a few different ways. If I expand on the idea above, then it means that gravity is altered in relation to him. It exerts the same force on him, just in an altered way in respect to time. So, the force equation might just be altered, but essentially equalized. He's faster, but has less inertia (Is that right? I am very much not a physics major.). But I don't like that. I like the idea of him being stronger. So, does anyone with a stronger grasp on physics have a good interpretation to consider? I suppose I wouldn't mind him jumping higher, but I do like the visual of him looking all fast-forwardy. Thanks for the responses everyone.
  24. Thanks for the input, both are ideas to consider. As for the other abilities, do you think they seem about right?
