Blue book for Psionics?

If what you're looking for is detailed examination of how powers of the mind work, optional rules for their use, and the like, then I agree with the above recommendations. However, if all you're interested in is lists of prebuilt Powers, then I would recommend Champions Powers. The book provides a vast array of builds over a wide range of categories. "Mental and Psionic Powers" is one such category, but CP includes many other Powers whose Special Effects could easily be declared Psionic, e.g. Telekinetic Powers, Precognition Powers, Illusion Powers, and Emotion Control Powers.

The Star Hero genre book discusses psionics as one element of a sci-fi campaign, but not in any depth, and without much in the way of examples. Various characters written up for the SH line do have psionic powers as part of their character sheet.

 

It would be helpful if you would give more details as to what kind of source material you're interested in. I'm afraid "blue book" is not a self-explanatory term. ;)

Does he want power write-ups? If so, then Champions Powers is what he wants. Along with the rule book (Champions CompleteAdvance Player's Guide and Advance Player's Guide 2) are what you are looking for. If you want options for psionic, well anything which is not directly a mental power is merely a normal power with the advantage Alternate Combat Value (Champions Complete page 97, sometimes pared with Invisible Power Effect from Champions Complete page 107, and Line Of Sight from Champions Complete page 109). With that cocktail of advantages one could make many attack powers into mental powers.

 

I recommend both volumes of the Advanced Player's Guide. The first book gives new options to mental powers along with Cyberkinesis and Posession. There is a big chunk on mental powers (pages 63-77), along with new options for individual powers (Clairsentience, pages 83-86, Mental Blast and Mental Defense page 106, Mental Illusions pages 106-107, Mind Control pages 107-109, Mind Link pages 109-110, Mind Scan page 110, Telekinesis pages 121-123, and Telepathy pages 124-126). Not only that, but as part of Transform they give a nice segment on Psionic Surgery (pages 128-130). On page 174 is an optional table for "Mental Hit Locations".

 

In Advanced Player's Guide 2 we have more guides for mental powers (page 21), Clairsentience (page 24), Mental Illusions, Mind Control, Mind Link, and Mind Scan (all on page 31), and finally Telekinesis and Telepathy (page 37). On pages 49-50 they talk about the Psionic Power Limitation, and means that the power can only be used against or defend against being with minds.

 

Now while powers are lacking in APG2, on pages 69-78 is a big chunk for Mental Combat (including Mental Martial Arts).
