So you are saying that officers who are heads of major departments, e.g. Engineering, Security, Medical should not be on the away team? This goes double for the Deputy Captain, and Captain of the Starfleet ship? Ergo, there should be a section for the away teams, like Miles O'Brian is the head of transporters but he isn't an executive officer. Ergo, these away teams are a bit like SG-1, etc but we'll call them AW-1 (Away Team #1). AW-1 is the main away team, with other away teams probable. There also may be specialist away teams for engineering, linguistics, science, medical etc. IIRC, Data is third in charge of the Enterprise. If there are multiple away teams on a planet, it makes sense that Data is the person (or android) on the ground to organise the teams. And if Star Trek TNG was made today, each away ten would be using drones-a-plenty. I would imagine these drones would have sensors like a tricorder and mini impulse engines for flight.
