In the movie unleashed, Jet Li plays Danny, a man who is as meek and quiet as a timid child. Until his trainer takes off his metal collar. Over the years Danny has been the victim of Mental and physical conditioning, such that the removal of his collar turns him into a lethal berserking animal, killing anyone he can get his hands on.

 

How to do this?

 

Limited Stats and powers, all with the "Immediately goes berserk" limitation? Or maybe a multiform? If multiform, would it need to be IPE?

I'd buy it as kind of a reverse OIHID. Just buy the things he can't do with the collar on, not when wearing collar -1/4. I'd also buy some psych. lims, some with collar on, some with off. No muss, no fuss. Keep it simple. I hate using multiform.

I would just add a PSY LIM: TOTAL - docile when collar is on.

 

The collar does not give him powers and destruction of the "focus" doesn't really limit him so this really isn't about the power it is about mental conditioning.

Yup. It's just a psych limit. Given enough motivation, or therapy, he can break it.

Sure, but just because its a psych lim doesn't mean it can't also be used to limit the characters powers as well. The genre is filled with characters who have a mental block to their powers that is so severe that they can't get past it at the current moment, hence, and limitation on their powers.
