Spy network as a power?

Yes, I got another power concept that I am fiddling with. This one is a character with an extensive spy network at his disposal. It probably is something as simple as just Contact or something. But Contact doesnt cut it for me looking at my idea. I am thinking of character who has such an extensive network that he is nearly guaranteed to find the info he needs if given time (rarely more than a couple of days). Course this being an NPC idea point restrictions arent necessary (and possibly the power is even a handwave option). But I feel it necessary to fill it out. Umm, ideas.

just a thought for a global frequency style character

 

clairesence with physical manifestations and a focus defined as surveillance teams sending to a video phone

 

danger sense limited to pre-planned events defined as underworld informants

 

contact specialists bonus skill levels non combat skills only only one skill at a time extra time oaf video phone.

 

call for back up. summon X number of armed agents.

 

intelligence analyst's high level access plus speed reading x 100 000

a similar concept we used was Presence Drain.

it was called whispering campaign.

Let's see...

Clauraudience/retrocognition, extra time, special limitation for "reports by contacts" (in other words, won't work if there are/were no witnesses); maybe based on skill roll Streetwise. If you want to work in the possibility of false rumors, throw in Side Effects. Actually, to represent the likelihood of getting pictures, datafiles, etc., modify the Clairsentience accordingly.

 

I think a Summon effect, as already suggested, to represent the ability to call for help from local agents would be amusing. Again, with skill roll Streetwise or something (or even Area Knowledge!). For a real rules twist, make it an Autofire Summon so that the better he rolls, the more agents he gets hold of!

 

If the network can get hold of equipment, you can make that a Gadget Pool with an Activation/Skill Roll, extra time, etc.

 

Lots of spies or expert trackers among them mind even be defined by a weirdly modified Mind Scan, to reflect the ability to find people -- extra time, activation roll, not usable with mental powers...

oh i just had a great idea all the powers come from an end reserve called budget run out of funds and you lose your surveillance, acess to satellites etc until you funding request goes through call it requires a skill roll on bureaucratics and extra time on the recovery.

You could certainly define that with a properly constructed Clairsentience.

I do have to comment on the summon agents idea. I like that and may have to include it.
