Mental powers aren't common in our local games, so this questions doesn't come up a lot. However, in my various anime games (KAZEI 5, Phenomena Department, Silent Mobius Zeta), mental powers have a fairly well-defined SFX, which is psychokinesis. PCs really can't deviate from that, unless they are playing a magician, which has SFX all its own. The psychokinetics (in anime parlance, "espers") also get a required Limitation of Side Effects, since power use comes with such nice things as shattering windows, cracking walls, bent metal bars, and fissures in the ground. A fight between two 350-point espers will lead to massive properly destruction in no time (and 350 points for an esper can be somewhat low in anime).
