Not bad, given the sparse hard information in the series. Probably a good deal underpowered, given what we know about Lord Blackstock, the Spider, and Hark now, though. . . Take all physical characteristics at Normal Human Maximum, add all the skills in the book at high levels, mastery of every known form of martial arts and a hefty gadget pool plus futuristic vehicles plus followers built on only slightly less points than he is plus vast wealth and contacts all over the world and you could probably have an approximation of Doc ! Disadvantages might include "Code against killing" and "Unusual appearence : perfect bronze athlete recognised by everyone everywhere all the time ". Gawd only knows how many points you would need ! I think a decent Doc writeup could be made on somewhere in the range of 1000-1500 points, most of which are in Vehicles, Bases, and gadgets. His Characteristics, Skills, Perks, Talents, and Heroic Talents would probably put him in the range of 400-600 points personally. His Followers could probably each be made on 100-250 points (some of them are not as well-defined as others, and thus would be less points). Hmmm... I think Mike's Axel Brass writeup is a good starting-point, but it's written for 4th edition. Take very little work to bring it to 5th. Well, his array of gadgetry is sufficiently wide that you might be able to save a bunch of points by building it as an appropriately configured VPP.
