First of all, let me correct myself; it's actually in DH #14. #7 has the Object Creation Power. Activate is an Instant, No Range Standard/Attack Power. It costs 10, 20, or 30 points, depending on how large a class of beings it can target (the Power assumes it is being used on some subset of machines, but allows the GM to expand it to other targets. Actually, the next to the last paragraph (bottom left, pg 4) says that at GM's discretion, Activate can be used to activate or "turn on" the innate power or ability of a character. No, no... make the transform be against others [into 'other with bullet hole in head] and buy Simulate Death UAA! You never have to kill anyone, you just make it LOOK like you killed them.
