From an efficiency standpoint, if you can visualize her STR and especially CON higher, do so. You're buying up multiple figured stats - any CON increases you can do works out better for you. For example, if you get to 23 CON, it costs you 8pts but saves you 9pts, and you hava a higher CON to boot. With that point you save, go ahead and get her PRE to 20 for the full 4d6. Then, 'magic' isn't a power, it's a special effect. You can't suppress or dispel magic, per se. What you can do is purchase your suppress or dispell with a modifier so you can nail any one power that has magic as a special effect. Or you could buy it with a larger advantage so you could affect any two powers with magic as a sfx. Or an even larger advantage so you could simultaneously nail ALL powers with magic as a sfx.
