A character has the ability to manipulate water, including the ability to create it out of seemingly nothing via a teleportation SFX... It gives him tremendous swimming ability, but since he can create water where he needs it, he's not really limited to oceans, lakes, and rivers, etcetera... Only thing that confuses me is that you mentioned just to duplicate Running/Swimming. Are you looking for a height limitation? There's always the -1/4 On Surface Only but that gets confusing with the Swimming since you'd want him to be able to go under the surface. If so, I'd just add a -0 No Higher Than X" Above Surface/Ground limitation (-0 since it's actually less restrictive than On Surface Only). I *could* just buy Swimming for him in the Elemental Control, but then technically he'd be stuck where there's water... Except since he can produce water at will, that isn't really a limitation... The main thing he can't do is gain altitude unless he has a huge wave under him... In other words, if he wants to go up, he has to flood the area... If he can only make normal liquid fill the space provided kind a water that could be a limitation. He could not make enough water to fly down the street convently (and the flood damage!) If he can fly by making a tube of water to travle in down the street, then you give it 'physical manifestation' because someone could disrupt his water tube with an attack or such and send the tube and him falling. If he can create water and can only move really fast through water I don't see how that is limiting. Give it a -0 lim (Only to duplicate Running and Swimming). That would be regular Flight which he doesn't want, he seems to be looking for a cheap and effective way to get a large amount of running and swimming without having to buy two powers. At the most he should take Usable Underwater (+1/4) and Only in Contact With a Surface (-1/4) and Surface Must Be Water (+0). Its a +0 because he can create water. It also means you can only skim the water's surface, but he isn't limited that way... For the earlier question, he has a 5d6 Major Transform to create the water... Look at the Unliving column on the Object Body table to see how much water that might be... His control of water is by using his SFX teleport to swap water molecules that are moving in directions he doesn't want out for water molecules that are moving in directions he does want... It can make water flow to where he wants it, but it won't let him suspend water in midair... He could create ice by teleporting in freezing cold water molecules, but he wouldn't be able to fly through ice as it's a solid... I'm mainly trying to avoid the cheese factor of only buying swimming, yet saying he can swim on land since he can create water... He'd be able to do it, so I'd prefer to figure out a way to pay points for it... Maybe this: Flight, Useable Underwater (+1/4), Only to mimic Running and Swimming (-1/4)... The only alternative I can see is to pull the movement out of his Elemental Control, and do the Running and Swimming as two slots of a smaller Multipower... I'm pulling the ability out of the Elemental Control, and putting it into a two-slot Multipower... I'd post the character, so everyone can see what he looks like, but the Hero Boards Templates either don't seem to work with HDv3, or the output isn't compatible with these boards any longer...
