IST San Angelo, version 5.0

As mentioned at the end of version 4.0, it's time to try again.

 

This time, San Angelo is located in Sonoma County and replaces Santa Rosa as the county seat.

 

The base, referred to as an embassy by the U.N. is in the north area of downtown, south of the freeway.

 

For those of you unfamiliar with the IST, which is a United Nations military force, think of it as being like UNTIL, but made up entirely of supers.

 

Each embassy has a minimum of 8 supers, and a maximum of 20, one quarter of which are on leave at any one time.

 

An IST package deal will be posted soon.

Here are some IST staffers.

 

Sir John Royal is the team administrator. A soft-spoken career diplomat, he and his wife, Lady Elizabeth live in the Brackett Park neighborhood.

 

Carol West, an efficient woman who is legally blind, is Sir John's secretary. Ginger, her guide dog, a faithful, and well-mannered, a yellow Lab, is always close at hand.

 

Kuntala Singh is the embassy legal attache. Born in India and Harvard educated, she generally wears Indian clothing.

 

Jane Hunt is the embassy public relations officer. A former model, beauty queen, and debutante, she is an excellent public speaker.

If I remeber the IST background correctly, the UN had put a limitation on how many 'local' supers could be part of a particular team. SJG hasn't released the PDF, so I'm not sure. The reasoning behind it was that foreign capes would less likely be influenced by local politics, groups, etc...

 

Is any of this correct?

True. Black Scorpion is from Kyoto, Japan, and Warder's from Boston. Both are specialist NPCs and usually work solo.

 

On the other hand, although Sailor Sun, another NPC, is local, she's not part of the IST.

I'm seriously considering it myself. I'm getting ready to start running a fill-in "title" for our supers campaign so that our main GM can play once in a while. I'm going to base it in San Angelo (what a coincidence), but hadn't decided "who" the PC team is (i.e. What do they do? Why are they together?) Maybe an IST embassy in SA would be the ticket.

After the land for IST San Angelo was sold to the United Nations, developer and power broker Benjamin Morgan had his friends in the city seize it through eminent domain. The U.N. fought back in court, and won. He kept fighting them until the State Supreme Court ordered him to give up the fight. He gave up the court fight, but still fights them in the media.

 

His pride was further wounded when Olympus Construction, Inc., owned by Aristeides Pappagianis, was given the contract to build the embassy instead of Morgan Development Company, which he owns.

 

IST San Angelo is composed of two buildings that are separated by the 15-foot wide alley that leads to the loading dock.

 

Here is the layout of the main building. The second building is the garage.

 

Sub-basement two has the fusion reactor, electrical generator, and water tanks.

 

Sub-basement one has 8 holding cells, the combat simulation chamber, long-term storage, the vault, and the morgue.

 

The basement has the loading dock and assorted offices as well as supplies and storerooms, including the ammo locker.

 

The ground floor has pay phones, a newsstand, gift shop, and a coffee shop.

 

The second floor has the mechanicals.

 

The third floor is used by the powered infantry.

 

The fourth floor has the administrative offices, an auditorium for press conferences, and the PC network, telcom, and cellular radio room.

 

The fifth floor has the personal quarters for the IST supers, labs, library, kitchen, and dining room.

 

The sixth floor has the gymnasium/CSC, showers, infirmary, conference room, labs, technical library, mainframe room, and command center.

 

The roof has elevator mechanisms, satellite dishes, and a helipad.

While Liberty Square is considered neutral ground by the city's supers, the two peregrine falcons that live on the ledge outside the top floor of the 42-story Twilight Tower (officially, the Morgan Tower) find it the perfect place to hunt pigeons.

 

Two more peregrine falcons, Ike and Tina, live on one of the Tree of Life Congregation's roofs. Synagogue custodian Jody Marks, who is also a licensed falconer, cares for them. According to rumor in the metahuman community, she can communicate with the falcons.

 

Many of the technical crew at IST San Angelo wear the same black uniform jumpsuit and work boots the maintenance workers do. Black watch caps, some of which may be rolled-up ski masks, are common accessories. Mary Anders, the embassy's chief electronics engineer, who loves the look, joked, "We're channeling our inner cat burglar."

Here are some area sports venues not listed in the San Angelo book. Most are of my own creation.

 

Infineon Raceway, formerly Sears Point Raceway, is the closest motor sports facility that hosts professional races.

 

The Lakeview/Canfield area is home to San Angelo Downs, San Angelo Park, and the San Angelo Hunt Club. San Angelo Downs is the area's thoroughbred race track and is patterned after Del Mar Downs. San Angelo Park is the region's greyhound track. The San Angelo Hunt Club has its own arena, a polo grounds, and a steeplechase course. English tack and clothes are required.

 

The Marshall area is home to Sonoma Park, San Angelo Raceway, and the San Angelo Horse Show Arena and Rodeo Grounds. Sonoma Park is the area's harness racing facility. It features a 5/8-mile limestone-surfaced track. San Angelo Raceway is the area's amateur motorsports track. It has a 1.7-mile road course, a 1/4-mile dragstrip, and a lopsided 1/5-mile oval. The San Angelo Horse Show Arena and Rodeo Grounds is home to more events than the Hunt Club Arena.

Mascots are important to sports teams.

 

University of California, San Angelo has the panther (also known as the cougar, mountain lion, or puma) as its mascot. Many times, there are two panthers leading the team onto the field. One is a person in a costume. The other, Piper, is a real panther. Her handler keeps her on a short leash.

 

California State University, San Angelo has the gray wolf as its mascot. It's teams are lead onto the field by Cinda, an Alaskan malamute that resembles a wolf.

 

San Angelo Gymnastics also has a gray wolf as its mascot. Just before the team members entering, carrying plush wolf cubs, they howl, like their namesake animals.

Jane Hunt groaned after reading an article in the local newspaper. She then went to Sir John's office. After a quick conference, they went up to Mary Anders's lab. "What's up?" the lean, black-clad blonde asked.

 

"The San Angelo Vintage Grand Prix," June replied.

 

"I've read about it in the paper," Mary said. "Neither the local region of the Sports Car Club of America, nor the Vintage Sports Car Club of America have it on their schedule. I also checked the race's website. Ben Morgan and my father are the co-chairmen and the race goes right beside out building with grandstands on our property and the starter's stand on the loading dock alley."

 

"Are you sure?" Sir John asked. "We never gave them permission to do that."

 

"I'll call up the websites," Mary replied.

 

"You're right," Sir John said after looking at the sites. "June, get a statement from the Vintage SCCA, then call a press conference to refute this. Mr. Morgan's trying to pull a fast one on the public, and I won't stand for it."

 

After he left, June asked, "You still racing at Infineon the weekend this race is to be held?"

 

"Of course," Mary replied. "Why?"

 

"I just want to see you race in that candy-apple red Lamborghini Diablo your parents bought you when you were eighteen."

"I understand," Mary said. "They were surprised when I decided to buy my Mustang and race the Lamborghini in competition. I didn't care. After all, to me, they weren't my real family."

 

"Oh?" June asked.

 

"When I was three, they enrolled me in a gymnastics school and made arrangements for the coach to raise me," Mary said before turning back to her bench.

 

"I see," June said. "See you later."

 

"Yeah," Mary said as June left.

 

While Sir John called the Mayor's Office in an effort to find out who approved having the IST Embassy included in the race course, June tracked down the official she needed. He agreed to come down the next day and talk to the press.

On the day of the press conference, Mary met Sir John, Jane, and the VSCCA representative in the fourth floor auditorium. "I received in the mail a ticket to the San Angelo Vintage Grand Prix kickoff ball and a letter from my mother ordering me to resign from the IST, give up my racing, and join them in supporting the local grand prix."

 

"Elizabeth and I received tickets, too," Sir John said. "Yesterday, I talked to Command about the situation with the race. We're not to become involved in the race and we're to keep them off our property."

 

"Then, I'll throw my ticket away," Mary said as the press entered.

 

Jane looked around as she took the podium. "Good morning, everyone," she said. "I'd like to clear up a few things concerning the upcoming San Angelo Vintage Grand Prix. When someone wants us to attend an event, they have to contact us about it. Then, I'll decide, usually in conjunction with others, if we should. Then, I'll notify the organization, and the press. This wasn't done for the Vintage. Additionally, some of us will be attending the car races at Infineon Raceway, formerly Sears Point Raceway, that weekend and the Sonoma County Vintage Car Races the following weekend at San Angelo Raceway, which is near Marshall."

 

"Are you calling me a liar?" came a bellow from the crowd.

 

"Yes, Mr. Morgan, I am," Jane replied. "Sir John has a few things he'd like to add."

Sir John informed them that the IST wouldn't be involved in any way in the race and that they'd told the mayor that nobody from the U.N. had approved having the race course on the streets around the building. The mayor, in turn, said that he'd do his best to move the race, probably to one of the city's parks.

 

The representative from the Vintage Sports Car Club of America explained that the San Angelo race wasn't sanctioned by his organization, why it wasn't sanctioned, that they were sanctioning a race in Portland, Oregon the same day as the San Angelo race, and that they were sanctioning one in Marshall the next week.

 

June then asked for questions. A reporter asked, "Is Mary Anders going to accede to her parents wishes and support the San Angelo Vintage and leave your silly organization?"

 

"No, Wendy, I'm not," Mary replied. "My parents are completely in the wrong. By the way, I shredded my ticket to the kickoff gala."

 

"Are the gladiators from American Gladiators coming to our Vintage, like the press release said?" an entertainment reporter asked.

 

"Not according to Cobra," Mary replied. "They're going to be at Infineon Raceway the Vintage weekend, where Cobra will be racing. The next week, they'll be at the Sonoma County Vintage in Marshall. Cobra will be at the Sports Car Club of America booth."

The Saturday of the Infineon race weekend looked good. Cars went on the track at 7:15 for the early morning reconnaissance laps, which would also give them enough time to make any quick repairs the track needed.

 

When the command to start engines came, most of the cars had no trouble. However, the event pace car, a donated Toyota Celica, refused to start. It was pulled aside and replaced by the track's Toyota Solara. Mary looked at her friend, Judy (aka Cobra of American Gladiators), said, "The Celica ran perfectly yesterday afternoon," and lead the field onto the track.

 

The pre-race meeting came after the inspection laps. When it ended, the chief steward explained to the American Gladiators fans what the procedure would be for getting autographs from Cobra and the two reserve gladiators, Thor, Judy's husband, Dale, and Valkyrie, Mary Anders, all of which were working the race. Stephanie, who was in charge of vehicle inspection, then announced that the Celica simply had a battery cable come loose.

 

Mary and Judy ran a few laps in the Celeca with their friend, Mariko, IST's Black Scorpion, following in the region's Corvette pace car. She would park near turn seven and wait.

 

Once the Celica was in position at the end of pit lane and the signal to assemble the field was given, Dale brought his wife's Mustang and Mary's Lamborghini Diablo to the grid and had a quick autograph session. When he showed, Mary briefed her replacement on the starting procedure, then returned to her car, noting that Judy had some fans by her car. She had just gotten secure when the pace car started up and most of the 30-car field rolled out.

As the track announcer commented that there were two minutes to the ceremonial command to start the engines, race control got in touch with the pace car driver and explained the situation. The driver refused to obey and was informed that he would be ejected from the track.

 

As he cursed the chief steward again, the one minute horn sounded and the field entered turn five. The command to start was given as it entered turn eight. Mary moved up close to Judy, who put her flashers on. Mariko and Judy had a quick radio conversation regarding where Mariko would take over as pace car driver. Their small group cleared the pits shortly before the Celica pulled off and the other racers crossed the start/finish line and saw crossed yellow flags and four fingers instead of the green flag.

 

Half continued racing, and received black flags on the official start. The others pulled to a stop and waited. One driver's control wasn't great and he hit the Celica in the rear.
