The DC/Vertigo Series 'The Exterminators' used the whole pest control angle pretty well, and is potentially a great source for REALLY unique PC's (and, in many cases, REALLY disgusting NPCs). but I think general contractors is probably your best bet. They're basically blue collar guys who get called in to solve problems. Unfortunately, the problems end up bigger than they expected. Not only do they tend to houses of all ages and vintage, but deep in the sewers, on ships, in factories.... coping with problems in old "abandoned" or disconnected parts of previous grids.... As a job, it sounds as boring as watching paint dry. In practice, it involves investigative work with who knows what on the other end ("Okay, so how did the client's car end up on top of his house?").
