How are you doing astral projection?

 

Is it EDM to the 'astral plane' i.e. do you need transdimesnional on the attack, or just 'affects desolid' or would you go there and set of the attack on the astral plane?

 

Is the idea to kill travellers or force them back to their bodies, or just shake them up?

What you first need to determine is what mechanics are being used to represent "astrally projected targets". If it's some form of Desolidification then the attack needs the appropriate Advantage. Same idea if they use EDM instead.

The astral plane is set up as an extra dimension layered on top of physical. Astral travelers, ghosts, astral projectors, and astral seers see the physical world but sort of grayed out. Some astral beings can manifest in the real world to allow others to sense them.

 

I'm picturing this as a psychic attack and should translate into some kind damage that can kill. The attack would usable the physical plane or from the astral plane.

Again, though, the question is what mechanics are you using to represent that "extra layered dimension"? If you use Extra-Dimensional Movement to get there, your attack power should have the Transdimensional Advantage (and apparently some level of Indirect if it isn't inherently so). It should qualify for a Limitation if it can't be used to attack targets in the real world also.

 

If, on the other hand, you use Desolidification to represent things in that, "extra layered dimension," the attack might need Affects Desolidified instead (again with a Limitation if it doesn't harm things in the real world). UNLESS all astral projection Desolidification powers are going to have this type (SFX) of attack as the kind of attack that can still affect the character, in which case you should be able to get by with just a simple EB, RKA, or whatever. (Note: However, if you go with the Mental Blast, you don't need any Advantage. Mental Powers can affect Desolidified characters for free.) That's something you're going to have to decide about your setting (or ask your GM about if you're a player).

For example, if temporary visitors to the astral plane use Desolidification, but fully astral beings ("native", or those who can travel through more of that dimension than ordinary visitors, or whatever) are fully in another "dimension" (it takes Extra-Dimensional Movement to get there), you might want some kind of combination of SFX, Transdimensional, and/or Affects Desolidified. Or maybe use Variable Advantages and call it good. Or maybe just hand-wave it. Again, it's a "cosmological" decision that is going to take some thought on the GM's part.

Now that you put it that way, it's easy. The extra layer is, mechanically, both desolid and extra-dimensional. So a Transdimensional Mental Blast should do it.
