How to pull it off

I had an adventure idea, not sure how to make it work, so I am opening it up for some ideas to pick and use from you wonderful people

 

The basic Idea is that (Viper Front company) is going to get the heroes to help them by taking out there enemies while assisting in getting back Hzeel genetic materials...

Can the front company/Viper influence the media enough to get some press on a series of robberies against their company, so the heroes think they are going after someone sinister who has stolen these materials for who knows what nefarious purpose, and that they are returning the materials to their rightful owners?

Good idea, and yes, they definatly can. I'm thinking of making the heroes think that it is some new cure for cancer or something but is really blue boy genetic material designed to make supersoldiers. Double gain for VIPER, they hurt an enemy, get material back that will have been stolen...make that three things and get a good laugh at the heroes...

Keep in mind that this approach does carry the risk that the heroes (players) may be much more suspicious of anyone coming to them for help in the future, of course. The more they get tricked by devious NPC's, the more likely they are to suspect every NPC of having devious motives.

Have VIPER hire Masquerade or nearest equivalent to impersonate an official the heroes are familiar with. Have Masquerade contact the heroes and task them with recovering the maguffin. Drop some foreshadowing or a little something "off" so that the players don't feel railroaded. Maybe make things seem a little too scripted, like detailed information about the thieves that only a villain might know or foreknowledge so thorough the heroes wonder why the authorites don't just handle it. Sic the heroes on the thieves and, since it involves Hzeel bits, might as well have Warlord's goons show up also, maybe even sent by Masquerade in another form to hedge his bets of recovering the items or maybe even have Masquerade tagging along in the form of one of the War Machine. Nice three-way battle, with lots of opportunities for ebb and flow. You can go all sorts of directions after that. Maybe a grudging team-up with the War Machine to get the Hzeel bits back "and then we'll see who gets to keep 'em" combined with a rescue mission for the people Masquerade supplanted.

 

VIPER has to know they are stepping on The Warlord's toes by targetting this item, so they are going to want to hide deeply their involvement to avoid open war.

True, but only if the HEROs figure out that they were had!
