Sidekick and HSB are tiny compared to FREd and 6th ed for newcomers

people look at that and go you have got to be losing a lot of content(rules)

what we as old timers know is that Sidekick and HSB where boiled down and trimmed to the bare minimum and no fluff

4th ed was the happy medium ,all the rules in a not scary size for newbies, while having all you need in ONE BOOK

Sidekick and HSB ARE missing rules. They are missing stuff that many people take for granted in normal hero games. That's what makes them Basic.I am not sure that HS ever needed a Basic rulesset. Just one that got to the point and eliminated any extra stuff that wasn't important to immediate play.

5e was created because it was clear that 4e's rules weren't clear enough. The AOL boards had tons and tons of fairly basic questions that the Hero Reps answered all of the time. I am sure to them it became clear that their rules weren't written in a way that people could interpret in a universal way. So we got 5e, and 5e was the clearest version of the rules evar. Now 5e had stuff that 4e didn't, like decent Vehicle Rules and a section for how to build Heroic Weapons and equipment. Also with sections that had a good list of equipment, armor and weapons for most Genres. 5e isn't that big of a book and it was great for clarity in the rules. Most things could be found in the book without going online.

That's why I have suggested a succinct version of the rules. That leaves out no options that are commonly used, but that strips out any lengthy explanations. Also, Leaving in place the 6e OED version of the rules for those who want all of the extra explanations. If it really comes down to it, they could leave out the Powers section. Leaving those for the big version of the rules. A settings book would have all of the spells and/or Superheroic powers build (ie Champions Powers) which would be good enough for most games. Without the Powers, one could argue that the rules could then be given away without giving away the family jewels.
