In heroic ID you can: Figth the bad guys, without endangering your loved ones Propably have additional Permits/Contracts (keep the cost break of "only in one ID" in mind here) In Civil ID you can: Have go out, without people knowing you are a hero. Propably have additional Permits/Contracts For example: Peter Parker has hsi Boss as Contact Spiderman has Peter Parkers Boss as Hunted(watched)/Rival The pricing modell for these things - or applying "Only in Heroic ID"*/"Only in civil ID"* Limitation - already keep that in mind. The same way the frequency of complciations/concealability of Distinctive Features keep in mind how easy it is to switch personalities/appereances. *In 6E OIHID was renamed to "Only in Alternate ID". Take someone like Superman or Spiderman who have their powers in both forms, and are just, because of plot, simply not recognised: it may be that 'being able to be two apparently different but related people' is just the SFX of 'Secret ID'. OK, no one can come up and pull the mask off, but they can see you change or pick up on other clues which are just as dangerous. It may be that you do not need to 'build' it at all.
