Ok, so I was thinking (DAngerous)

 

Normaly flash lasts 1 body/segment

 

Long term 1 body/Turn as a +2

 

How unbalanced would it be to make a Medium term flash last 1 body/ Phase for +1

It depends on the SPD in the campaign.

With SPD 2 it it is half as long as the 1 Turn variant. With SPD 6 it's almost as fast gone as the normal one.

 

And you ahve to adress question like "what if the SPD changes"?

 

Overall I think Flash isn't a good candidate for switchign to a per phase model, your ability to recover from a flash shouldn't be based on your reaction time.

There's already an option in APG1 for a Flash that takes longer to fade.

Flash was previously 10 points per d6, and its duration was measured in phases instead of segments. While I'm a fan of the change, that would suggest a minimum +1 to last in phases rather than segments. Even that implies an average SPD of 6.

 

For 15 points per d6 measured in turns, why would anyone buy 3d6 segments instead? That +2 makes it last 4 times as long before considering advantage stacking.

There's already an option in APG1 for a Flash that takes longer to fade.

It's a +2 variant of "Delayed Return", with a Stop Sign and the option for the target to take "curative measures".

"Long-term flash" is a transformation attack that gives the target Physical complication: Blind.
