With SPD 2 it it is half as long as the 1 Turn variant. With SPD 6 it's almost as fast gone as the normal one. And you ahve to adress question like "what if the SPD changes"? Overall I think Flash isn't a good candidate for switchign to a per phase model, your ability to recover from a flash shouldn't be based on your reaction time. While I'm a fan of the change, that would suggest a minimum +1 to last in phases rather than segments. Even that implies an average SPD of 6. For 15 points per d6 measured in turns, why would anyone buy 3d6 segments instead? That +2 makes it last 4 times as long before considering advantage stacking.
