Because I can't seem to find where in the books (5th revised) it's hiding. So either I'm blind or it didn't make the revision. Thanx, JB I think "Only to Activate" means just to turn on the Power, and then once active, assuming the Power includes more than one shape, the character can freely change shapes. "Only to Change Shape" means the every time the character changes form, it costs END. Costs END Only to Change Shape: +1/4 is from the Original 5e (non-revised) on page 140. Only to Activate was derived from Only to Change Shape to be applicable to virtually any constant body affecting Power. It is not recommended for Movement Powers.
