Out of the blue, I'd say DEX and INT gets drained by one point each for every four hours the character goes without sleep after having been awake sixteen hours. Or maybe it should be cumulative -- after having been awake more than sixteen hours, lose one point; after twenty hours, lose two more; and after twenty-four hours, lose another three ...

Studies suggest that sleep deprivation has many of the short term effects of drunkenness, so using the rules for intoxication are probably a pretty good match. In general people, can go two-three days without sleeping before they start to really weird out, but it's safe to say that your performance is seriously impaired after two nights without sleep (I've tried this personally on a couple of occasions!)
